II. MUSCOGEE COUNTY ADULT FELONY DRUG COURT - TREATMENT CONTRACT ADULT FELONY
DRUG COURT:
Approval is requested for Muscogee County Adult Felony Drug Court to
enter into a contract with Rediscovery, Inc., not to exceed $102,000 over a
two-year period, for treatment services to participants in the Muscogee County
Adult Felony Drug Court Program. An agenda report and resolution are attached.

Authorization is requested for the acceptance of a deed to that portion of
Riverbrook Trace, that portion of Pebblebrook Lane and that portion of
Shadybrook Trail located in Section II, Riverbrook. The Department of
Engineering has inspected these streets and recommends the acceptance. An

Scope of RFP
The Columbus Consolidated Government (the City) is seeking proposals
from a qualified vendor to provide and install aboveground Motor Truck Scales
for Pine Grove MSW Landfill, Granite Bluff Inert Landfill and Oxbow Meadows
Landfill.
Mandatory Pre-Proposal Site Visits are scheduled beginning at 9:30 AM
(Eastern) on Wednesday, October 13, 2010 at Pine Grove MSW Landfill, which is
located at 7160 Sacerdote Lane. Attendants will then proceed to the Granite
Bluff Inert Landfill, located at 7589 River Road, followed by a site visit at
the Oxbow Meadows Inert Landfill, located at 3491 South Lumpkin Road. The site
visits will take place at the scale house of the respective landfills.
Mandatory Pre-Proposal Conference is scheduled beginning at
2:00 PM (Eastern) on Wednesday, October 13, 2010 at Public Services, 602 11th
Avenue, Bldg E. The conference will convene in the Public Services conference
room. Vendors will be allowed a 10-minute grace period. Any vendor who is not
present in the conference room within 10 minutes after the time slated for the
beginning of the mandatory pre-proposal site visit shall not be allowed to
participate any further in the proposal process.

1. 5-Year Consolidation Plan and Analysis of Impediments to Fair Housing ? RFP
No. 11-0006
Scope of RFP
Columbus Consolidated Government is soliciting proposals for consulting
services for the preparation of its 5-year Consolidated Plan and its Analysis
of Impediments to Fair Housing (AI) documents. The successful firm will develop
and carry out the process for completing a 5-year Consolidated Plan for a
successful submission to HUD.
As part of the Consolidated Plan in the Budget Year 2011, the Community
Reinvestment Division will have to provide a summary of the Analysis of
Impediments to Fair Housing in Columbus, Georgia. Upon the compilation of all
data, the successful firm will analyze the data and report findings to the
Community Reinvestment Division. These impediments are not just dealing with
programs funded through federal funds, but impediments to all housing
activities within the City.
2. Inmate Telephone System (Annual Contract) ? RFP No. 11-0005
Scope of RFP
Provide a turnkey, fully operational, secure and reliable inmate telephone
system designed to improve the management and control of inmate telephone usage
in the Muscogee County Prison. Contract term will be for five years with the
option to renew for five additional twelve-month periods. The contract renewal
will be contingent upon the mutual agreement of the City and the Contractor.

Scope of RFB
Provide two (2) ? ton crew cab, 4x4 pickup trucks to be used by the
Rainwater Division of the Public Services Department. The units will be used by
supervisors responsible for the oversight of work crews on major City projects,
as well as, other daily operational duties. These units are replacement units.
2. Leather Items (Annual Contract) ? RFB No. 11-0020
Scope of RFB
Provide assorted Don Hume leather items on an ?as needed basis? to the
Columbus Consolidated Government. The contract period will be for two years
with the option to renew for three additional twelve-month periods.
