SUBJECT: Property Acquisition - 3551 Victory Drive, Woodside Apartments
INITIATED BY: David Arrington, Deputy City Manager
Recommendation: Approval is requested to acquire property located at 3551
Victory Drive, Woodside Apartments from Alpine Apartment Project, LLC in the
amount of $1,635,000 and to further authorize the conveyance of the property to
the Development Authority of Columbus for economic development purposes.
Background: The property located at 3551 Victory Drive is a 5.6 acre tract
containing a 68 unit apartment complex located on Victory Drive in the
Enterprise Zone. The property has approximately 658 feet of frontage on
Victory Drive and is located immediately adjacent to the old Baker High School
site owned by the Columbus Housing Authority. The property has been on the
market for approximately a year. The City has promoted revitalization and
redevelopment of properties in the Enterprise Zone through funding for property
acquisition in the 1999 SPLOST.
Analysis: The acquisition of this property will provide a unique opportunity
to market a large tract of land for commercial development in South Columbus on
Victory Drive. The property was appraised for a value of $1,685,000. The City
has negotiated an acquisition price of $1,635,000 for the property. The owners
of the property will be responsible for relocating current residents to other
suitable housing prior to the City taking possession of the property. The
City will convey the property to the Development Authority of Columbus for the
purpose of marketing the property for economic development purposes. Once
the property is sold by the Development Authority proceeds from the sale will
be returned to the City.
Financial Considerations: Funding is available in the 1999 SPLOST Enterprise
Zone CIP Account 50603.
Projected Annual Fiscal Impact Statement: The property will be transferred to
the Development Authority immediately upon acquisition. The City will not
incur an annual financial impact on this project.
Legal Considerations: Council approval is required for all property
acquisitions
Recommendations/ Actions: Approval is requested to acquire the property
located at 3551 Victory Drive, Woodside Apartments from Alpine Apartment
Project, LLC in the amount of $1,635,000 and to further authorize the
conveyance of the property to the Development Authority of Columbus for
economic development purposes.

A RESOLUTION AUTHORIZING TO PURCHASE PROPERTY LOCATED AT 3551 VICTORY DRIVE,
WOODSIDE APARTMENTS FROM ALPINE APARTMENT PROJECT, LLC IN THE AMOUNT OF
$1,635,000 AND TO FURTHER AUTHORIZE THE CONVEYANCE OF THE PROPERTY TO THE
DEVELOPMENT AUTHORITY OF COLUMBUS FOR ECONOMIC DEVELOPMENT PURPOSES.
WHEREAS, the property located at 3551 Victory Drive, Woodside Apartments is a
5.6 acre tract located in the Enterprise Zone with approximately 658 feet of
frontage on Victory Drive; and,
WHEREAS, the City desires to acquire the property for the purpose of promoting
commercial development in the area, creating job opportunities and enhancing
quality of life for the community; and,
WHEREAS, the current owners of the property will assist the residents in the
apartment complex with relocation to suitable housing in the area prior to the
City taking possession of the property; and,
WHEREAS, the 1999 SPLOST provided funding for property acquisition, demolition,
and infrastructure development to create jobs and promote economic development
in the Enterprise Zone; and,
WHEREAS, the Development Authority of Columbus is responsible for developing
and promoting for the public good and general welfare trade, commerce, industry
and employment opportunities in Columbus; and,
WHEREAS, the Development Authority of Columbus has agreed to market the
property for economic development purposes and to provide any proceeds from the
sale of the property to the City.
NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY RESOLVES AS FOLLOWS:
That the City Manager is hereby authorized to purchase a 5.6 acre tract of
property located at 3551 Victory Drive, Woodside Apartments from Alpine
Apartment Project, LLC in the amount of $1,635,000 and is further authorized to
convey the property to the Development Authority of Columbus for economic
development purposes.
