Directs the department of Information Technology. Identifies long-term data
processing and information needs; develops overall strategy for systems
development; oversees hardware acquisition and integration.
Responsible for the development, design, release and maintenance of all [City]
IT infrastructure, and oversees the development and maintenance of all
applications and controls required for the [City] to conduct business.?
Directs the planning and implementation of information technology projects;
develops, updates, and directs strategic plans that identify technology
approaches or applications, that are compatible with business process
improvements, supports city objectives, improves city results, or expands the
planning ability of management.
Directs technological research by studying organization goals, strategies,
practices, and user projects.?
Preserves assets by implementing disaster recovery and back-up procedures and
information security and control structures.
Recommends information technology strategies, policies and procedures by
evaluating organizations outcomes; identifying problems; evaluating trends;
anticipating requirements.
Interviews, hires, and trains department employees; assigns and directs work;
appraises employee performance.?
Conducts staff meetings. Prepares, reviews, and implements department budget.
Maintains professional and technical knowledge by attending educational
workshops; reviewing professional publications; establishing personal networks;
benchmarking state-of-the-art practices; participating in professional
societies.
Prepares and makes presentations to the Mayor and City Council, City Manager,
Deputy City Managers,
Department Managers, and other Elected Officials. Analyzes and recommends
alternative methods of providing information processing and telecommunication
services.?
Assists internal departments in evaluating alternatives, including cost/benefit
analysis, for the selection, acquisition, development and implementation of
major information systems.?
Provides cost, schedule and other resource requirements for city strategic
projects that involve IT.
Confers with City management staff and meets with other City employees on a
wide range of information technology issues; provides leadership and consulting
support to city management on information technology matters.
Promotes ethics and compliance; builds and sustains an environment where
adherence to and reinforcement of the highest standards of integrity and ethics
are the norm.
Identifies opportunities and takes action to enhance compliance within the
organization.
Reviews, evaluates, recommends and ensures interface for all technology
needs.?Formulates, recommends, and coordinates information technology-related
policies and procedures.?
Supervises the preparation of quarterly and annual reports.?
Prepares special studies and reports at the request of senior management.?
Plans for information technology services and solutions in support of City
priorities and services.
Evaluates new technologies, solutions, staff recommendations, and vendor
proposals.?
Prepares, and executes IT?s role in disaster recovery and emergency restoration
plans.
Performs other related duties as assigned.
KNOWLEDGE REQUIRED BY THE POSITION:
Knowledge of Information Technology practices and procedures.? Knowledge of
management and supervisory techniques.
Knowledge of department policies and procedures.?
Knowledge of office administration practices and procedures and the operation
of standard office equipment.
Knowledge of information systems and technology, including the principles used
in analyzing, evaluating, modifying, developing, designing, installing,
maintaining, expanding, networking, and testing information systems and
technology.?
Knowledge of information technology standards, trends, management, and security
principles.
Knowledge of City accounting, purchasing, and budgeting policies and
procedures.
Skill in project management, including budgeting, prioritization, technical
coordination, and short- and long-range planning.
Skill in the management of professional personnel engaged in midrange and micro
computer programming and systems analysis functions, in local and wide area
network administration, in telecommunications administration, and in computer
center operations.
Skill in researching new technologies and evaluating new systems. Skill in the
development of project strategies. Skill in interpersonal relations.? Skill in
oral and written communication.
SUPERVISORY CONTROLS: The City Manager assigns work in terms of department
goals and objectives. The supervisor reviews work through conferences,
reports, and observation of city activities.
GUIDELINES: Guidelines include department policy and procedures. These
guidelines require judgment, selection, and interpretation in application. This
position develops department guidelines.
COMPLEXITY: The work consists of varied duties related to overseeing the
department of Information Technology. Technology changes and user demands
contribute to the complexity of the position.
SCOPE AND EFFECT: The purpose of this position is to oversee the department of
Information Technology. Successful performance helps ensure the efficient
operation of the Columbus Consolidated Government.
PERSONAL CONTACTS: Contacts are typically with co-workers and information
technology managers and vendors.
PURPOSE OF CONTACTS: Contacts are typically to give or exchange information,
to resolve problems, and to provide services.
PHYSICAL DEMANDS: The work is typically performed while sitting at a desk or
table with intermittent standing or walking.
WORK ENVIRONMENT: The work is typically performed in an office, library, or
computer room.
SUPERVISORY AND MANAGEMENT RESPONSIBILITY: This position has direct
supervision over Local Area Network Manager (1), Web Development Manager (1),
Application Development and Support Manager (1), Technical Operations Manager
(1).
MINIMUM QUALIFICATIONS:
Bachelor's degree from an accredited college or university required, preferably
in Computer Sciences, Computer Technology, Management Information Systems or
related field; Master's degree preferred; plus five years or more of executive
management experience as the administrative head or assistant administrative
head of a city Information Technology department, or equivalent in other
governmental, private business, of comparable importance or magnitude.
