CITY MANAGER'S AGENDA

I. 2018 LEGISLATIVE AGENDA ITEMS:



Approval is requested for the resolutions for the 2019 Legislative

Session of the Georgia General Assembly.





II. 2038 COMPREHENSIVE PLAN:



Approval is requested that the 2038 Comprehensive Plan be updated to

reflect a new, modern Comprehensive Plan. This plan is largely based upon the

input gathered from multiple public meetings, citizen and technical review

stakeholder meetings, surveys, websites, and other multiple involvement

channels. The goals of this plan are to create local excitement about

Columbus's future, engaging community members and encouraging them to help move

the Plan forward; and to provide Columbus leaders with a "concise,

user-friendly" document that is applicable to the day-to-day decisions of the

City.





III. 2018-2019 CRIME VICTIM ASSISTANCE GRANT:



Approval is requested to accept a Federal VOCA (Victims of Crimes Act)

Grant in the amount of $127,855 or as otherwise awarded from the Georgia

Criminal Justice Coordinating Council and approve matching funding of $5,287

from the five percent crime victim surcharge fund for the Solicitor General?s

Victim Assistance Program and amend the Multi Governmental Fund (0216) to

reflect these revenues and expenses. The funds are requested to finance

personnel and budget of the Solicitor-General?s Victim Witness Assistance

Program to provide services mandated by Georgia Law.





IV. 2018-2019 VICTIMS OF CRIME ACT (VOCA) CONTINUATION GRANT:



Approval is requested to submit and if approved, accept a grant for

$349,897 or as otherwise awarded from the Criminal Justice Coordinating Council

of Georgia along with $70,074 from the 5% Crime Victim Surcharge Fund allocated

in the FY19 Budget to provide funding for Crime Victim Assistance in the

Chattahoochee Judicial Circuit from October 1, 2018 to September 30, 2019.

Along with an additional In-Kind Match of $17,400 to be contributed by

volunteer hours, it is requested that the multi-governmental fund be amended by

the amount awarded plus the local match. The funding will be used to adequately

provide services to identified areas such as seven (7) Superior Court Judges,

victims of non-arrest cases, victims within the Rapid Resolution Program,

victims identified in Juvenile Court, and all other crime victims in need of

services.





V. 2018-19 VICTIMS OF CRIME ACT (VOCA) COMPENSATION GRANT:



Approval is requested to authorize the District Attorney?s

Victim-Witness Assistance Program to submit and if approved, accept a grant for

$48,649 or as otherwise awarded from the Criminal Justice Coordinating Council

of Georgia allocated in the FY19 Budget to provide funding for Crime Victim

Assistance in the Chattahoochee Judicial Circuit from October 1, 2018 to

September 30, 2019. This Compensation Advocate Grant has a Match Waiver so

there is no request for either a cash match or an In-Kind match. It is

requested that the multi-governmental fund be amended by the amount awarded.

The funding will be used to enhance services as our office provides education

and outreach specifically regarding Crime Victims Compensation to those within

our Circuit.

1. Roofing Services at Bull Creek Golf Course Clubhouse ? RFB No. 19-0012

Scope of Bid

Provide all labor, equipment and materials to remove the existing roof and

replace with Ketone Ethylene Ester (KEE) Membrane Roofing. Requests for

substitution will be accepted until 5:00 PM on Wednesday, September 19, 2018.

Contractors shall email substitution requests, as outlined on page 11, Section

II, Item B of the specifications.



2. HVAC Preventive Maintenance Services (Rebid) (Annual Contract) ? RFB No.

19-0014

Scope of Bid

Provide preventive maintenance and/or repair service for chillers at various

locations. The contract term shall be for three (3) years, with the option to

renew for two (2) additional twelve-month periods.



3. Miscellaneous Vehicles ? RFB No. 19-0009

Scope of Bid

The Columbus Consolidated Government (the City) is seeking vendors to provide

the following vehicles:

Option 1: 2019 Mid-Size Sedan (Quantity of 1)

Option 2: 2019 Mid-Size SUV (Quantity of 1)

Option 3: 2019 Mid-Size SUV 4x4 (Quantity of 2)

1. Course Instructors for the Department of HR/The Learning Center

(Annual Contract) ? RFP No. 19-0003

Scope of RFP

The Department of HR/The Learning Center is seeking multiple contractors to

provide instructors in various training modules to employees interested in

growing and developing their skills within the Columbus Consolidated

Government. Training will be conducted on an ?as needed? basis.



The term of this contract shall be for two (2) years, with the option to renew

for three (3) additional twelve-month periods.

1. Mowers and Tractors ? RFB No. 19-0008

Scope of RFB

The Columbus Consolidated Government (the City) is seeking vendors to provide

mowers and tractors for various City departments.



October 19, 2018

1. Workers? Compensation Claims Management Services (Annual Contract) ?

RFP No. 19-0001

Scope of RFP

The Columbus Consolidated Government invites qualified firms to submit

proposals to provide workers? compensation claims management services to its

workforce of approximately 3000 employees in various occupations, ranging from

public safety to field force to administrative positions.



The term of this contract shall be for two (2) years, with the option to renew

for three (3) additional twelve-month periods.



October 24, 2018

1. Used Oil & Antifreeze Recycling Services (Annual Contract) ? RFB No. 19-0017

Scope of Bid

Vendor will pay a fee for the contractual right to remove and recycle used oil

& antifreeze, at the following locations: 1011 Cusseta Road, 3950 Schatulga

Road and 814 Linwood Blvd, Columbus, Georgia. The initial term of this

contract shall be for three years, with the option to renew for two additional

twelve-month periods.



2. Dodge Charger Police Pursuit Vehicles ? RFB No. 19-0018

Scope of RFB

The Columbus Consolidated Government (the City) is seeking vendors to provide

thirty (30) Dodge Charger Police Pursuit Vehicles for the Columbus Police

Department.
