SUBJECT: Adult Felony Drug Court BJA Enhancement Grant
US Department of Justice
INITIATED BY: Superior Court
Recommendation: Approval is requested to submit an application, and if
approved, accept $200,000 from the US Department of Justice for the operation
of the Muscogee County Adult Felony Drug Court, from July 1, 2014 to June 30,
2016 with 25% cash match or in-kind service. Approval is also requested to
amend the Multi-governmental Fund by the amount of the award.
Background: The Department of Justice has provided funds to enhance Adult Drug
Courts. Funds are being provided through the US Department of Justice to be
utilized to operate courts in FY14.
Analysis: The Muscogee County Adult Felony Drug Court is requesting a grant of
$200,000 from the BJA to operate the Adult Felony Drug Court for a period of 24
months.
Financial Considerations: The City is required to provide a 25% cash or In
Kind match to participate in this grant program. Cash match in the amount of
$1000 for office supplies, the rest of match requirement is already provided in
the amount of $64,800 in employee salaries over a two year period.
Projected Annual Fiscal Impact Statement: The Columbus Consolidated Government
will not be required to continue this program when the grant funds have been
expended.
Legal Considerations: The Columbus Consolidated Government is eligible to
apply for funds from the US Department of Justice.
Recommendations/ Actions: Approve a resolution authorizing the City Manager to
submit a grant application and if approved, accept funds from the BJA for the
operation of the Muscogee County Adult Felony Drug Court, from July 1, 2014 to
June 30, 2016 and to amend the Multi-governmental Fund by $258,349.

A RESOLUTION AUTHORIZING THE CITY MANAGER TO SUBMIT AN APPLICATION AND, IF
APPROVED, ACCEPT A GRANT FOR $200,000 FROM THE US DEPARTMENT OF JUSTICE TO FUND
THE MUSCOGEE COUNTY ADULT FELONY DRUG COURT FROM JULY 1, 2014 THROUGH JUNE 30,
2015 WITH A 25% CASH OR IN KIND LOCAL MATCH REQUIREMENT AND TO AMEND THE
MULTI-GOVERNMENTAL FUND BY THE AWARD AMOUNT.
WHEREAS, funds have been made available from BJA to the Adult Felony
Drug Court for a 24 month period beginning July 1, 2014 through June 30, 2016;
and,
WHEREAS, these funds will be used to support the operation of the
Muscogee County Adult Felony Drug Court for FY14; and,
WHEREAS, the US Department of Justice to enhance Adult Drug Court
program and the BJA is accepting grant requests from Accountability Courts
throughout the United States; and,
WHEREAS the City is required to provide a 25% cash or In Kind match to
participate in this grant program. Cash match in the amount of $1000.00 for
office supplies, the rest of match requirement is already provided in the
amount of $64,800 in employee salaries over a two year period.
NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY RESOLVES AS FOLLOWS:
That the City Manager is hereby authorized to submit a grant application to the
US Department of Justice to fund the Muscogee County Adult Felony Drug Court
and if awarded accept a $200,000 grant to provide funding from July 1, 2014 to
June 30, 2016 with a 25% in kind match/cash match and amend the
Multi-governmental Fund by the award of the grant.
