PLANNING ADVISORY COMMISSION MEETING

June 17, 2009



A meeting of the Planning Advisory Commission was held Wednesday, June 17, 2009

in the Council Chambers on the Plaza Level of the Government Center.

CALL TO ORDER: Chairperson Scott Boyce called the meeting to order at 9:00

a.m. He explained the rezoning process to the audience.



APPROVAL OF MINUTES: June 3, 2009. Commissioner Smith made a motion to

approve the minutes. Commissioner Chambers seconded. They were approved

unanimously.



ZONING CASES:



1. ZC0905-1: A request to amend conditions on property located at 2416 Warm

Springs Road. The current zoning is Residential / Office with conditions. The

proposed zoning is Residential / Office with amended conditions. The property

will be used for a medical office. David Cummings is the applicant.



Mr. Daniel Stegall read the Staff Report for this case.



Future Land Use Map: It is consistent with the Future Land Use Map. It is in

Planning Area D. The Land Use Designation shows Mixed Use.



Policy Statements: N/A.



Compatible with Existing Land Uses: Yes.



Environmental Impacts: The property does not lie within a floodway and

floodplain area. The developer will need an approved drainage plan prior to

issuance of a Site Development Permit.



City Services: The property is served by all city services.



Traffic Impact: The proposed project is not expected to have a negative impact

on the transportation network.



Traffic Engineering: The site shall meet the codes and regulations of the

Columbus Consolidated Government for commercial usage.



School Impact: No school impact.



Buffer Requirement: The development shall have a Category C buffer requirement

along all property lines bordered by the SFR2 zoning district. The three

options under Category C are:

20 feet with a certain amount of canopy trees, under story trees, and shrubs /

ornamental grasses per 100 linear feet.

10 feet with a certain amount of shrubs / ornamental grasses per 100 linear

feet and a wood fence or masonry wall.

30 feet undisturbed natural buffer.



Fort Benning Recommendation: None.



DRI Recommendation: None.



Attitude of Property Owners: Thirty-five (35) property owners within 300 feet

were notified of this rezoning request. The Planning Department received no

calls regarding the rezoning request.



Conditions: None.



Additional information: None.



David Cummings, applicant, came to the podium. They want to make this parking

lot an addition to their office. They will use the same curb cut. The reason

for coming before PAC and City Council is to remove a condition that was placed

on this property when it was rezoned in 2001. That condition is that the

property can only be used for a parking lot.



Thomas Thompson of 3644 Gurley Drive came to the podium. He came down in 2001

when this property was rezoned. He is not opposed to the condition removal but

he would like the issues dealt with concerning drainage and buffers.



Chairperson Boyce asked for discussion and a motion.



Commissioner Ford made a motion to approve this zoning case because it is

compatible with existing land uses, it is consistent with the future land use

map, the buffer and drainage will be taken care of, and the removal of the

condition in the ordinance that states this property can only be used for a

parking lot. Commissioner Chambers seconded. It was approved unanimously.





ZC0905-2: A request to rezone 1/8 acre located at 506 23rd Street. The current

zoning is Residential Multi-Family 2. The proposed zoning is Residential

Multi-Family 1. The property will be used for Single Family Residential.

Neighborworks is the applicant.

in Planning Area D. The Land Use Designation shows Mixed Use.

David Fox, representative of Neighbor Works Columbus came to the podium. They

want to rezone this property in order to build a single family house.



Chairperson Boyce asked for discussion and a motion. Commissioner Heinzelman

made a motion to approve this rezoning case. Commissioner Chambers seconded.

It was approved unanimously.



IV. TEXT AMENDMENTS: None.



V. SPECIAL EXCEPTIONS: None.



VI. NEW BUSINESS: Ralph King is the new PAC member. His first meeting

will be on July 15, 2009.



VII. OLD BUSINESS: None.
