SUBJECT: Installation of Sidewalk along Yarbrough Road and
Garrett Road
INITIATED BY: Department on Engineering
Recommendation: Approval is requested to proceed with executing and funding
pre-construction requirements for installation of sidewalk along Yarbrough Road
and Garrett Road beginning at the existing sidewalk on Yarbrough Road and
extending to Lonesome Pine Drive.
Background: The construction of Aaron Cohn Middle School has been completed.
There is existing sidewalk on Yarbrough Road and in front of the school on
Garrett Road. The Department of Engineering has received numerous of requests
to have sidewalk installed along Garrett Road to connect the existing sections
of sidewalk.
Analysis: Sidewalk installation within one-half mile of schools is a priority
in the City's sidewalk program. The existing topography and drainage features
make it not feasible to place the sidewalk on existing right of way. It is
desired to place the sidewalk on easements located within the building set back
area on private property and an existing easement belonging to Georgia Power.
The pre-construction activities for the installation of the sidewalk are needed
prior to the design of the project being finalized and being authorized for
competitive bids.
Financial Considerations: The project will be funded through the Paving Fund,
SPLOST Funds or TSPLOST Funds depending on cost.
Projected Annual Fiscal Impact Statement: The sidewalk would be maintained by
the City under is normal annual operating funds.
Legal Considerations: All legal documents requiring easements with utilities
or individual private property owners require Council authorization.
Recommendations/ Actions: Approval is requested authorizing the City Manager
to proceed with executing and funding pre-construction requirements for
installation of sidewalk along Yarbrough Road and Garrett Road beginning at the
existing sidewalk on Yarbrough Road and extending to Lonesome Pine Drive.

A RESOLUTION AUTHORIZING CITY MANAGER TO PROCEED WITH EXECUTING AND FUNDING
PRE-CONSTRUCTION REQUIREMENTS FOR INSTALLATION OF SIDEWALK ALONG YARBROUGH ROAD
AND GARRETT ROAD BEGINNING AT THE EXISTING SIDEWALK ON YARBROUGH ROAD AND
EXTENDING TO LONESOME PINE DRIVE. THE PROJECT SHALL BE FUNDED THROUGH THE
CAPITAL IMPROVEMENT PROJECTS PAVING FUND, SPLOST FUNDS OR TSPLOST FUNDS TO
INCLUDE RIGHT OF WAY ACQUISITION, PERMANENT AND TEMPORARY CONSTRUCTION
EASEMENTS, UTILITY RELOCATION, ENVIRONMENTAL MITIGATION AND OTHER NECESSARY
AGREEMENTS TO PREPARE THE PROJECT FOR CONSTRUCTION.
WHEREAS, since the completion of the Aaron Cohn Middle School located at 7352
Garrett Road , there have been numerous request for sidewalk installation; and,
WHEREAS, in accordance with policy, where feasible, sidewalks should be
installed within one-half mile of schools; and,
WHEREAS, it is going to be necessary to place portions of the sidewalk on a
Georgia Power Easement and on other private property due to the topography and
conflicts with existing drainage ditch; and,
WHEREAS, funding for pre-construction services for the sidewalks is available
through the Capital Improvement Project Paving Fund.
NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY RESOLVES AS FOLLOWS:
That the City Manager is hereby authorized to proceed with executing and
funding the pre-construction requirements for installation of sidewalks along
Yarbrough Road and Garrett Road funded through the Capital Improvement Projects
Paving Fund, SPLOST Funds or TSPLOST Funds.
