A RESOLUTION
No.
WHEREAS, Webster Franklin Lambert, the first City Manager of the Consolidated
Government of Columbus, died on Monday, October 5, 2009 at the age of 88;
WHEREAS, Mr. Lambert served as City Manager from 1971-1986 and spent his career
guiding Columbus as a model for other consolidated governments;
WHEREAS, he was born in 1921 in College Park, Georgia, attended Russell High
School in East Point, and attended West Georgia College and Emory University
before graduating from Marsh Business College in Atlanta;
WHEREAS, he also served with the Merchant Marines during World War II, and came
to Columbus in 1947;
WHEREAS, he worked at Delta Air Lines and Continental Insurance Company and was
Executive Director of the Columbus Housing Authority during the 1960?s;
WHEREAS, in the mid 1970?s, he was the chief city architect behind renovating
the Columbus Convention and Trade Center and served as City Manager until his
retirement in 1986;
WHEREAS, Mr. Lambert was active in the community and served on various boards
including Boys and Girls Club of Columbus, Junior Achievement, Historic
Columbus, Southeastern Regional Council of Housing and Redevelopment Officials,
diligently and faithfully served for three terms on the Board of the Hospital
Authority of Columbus, Georgia, including serving as its Chairperson and was a
member of the National Association of Accountants and the Sons of the American
Revolution;
WHEREAS, he is survived by his wife Lucile Moore Lambert, two grandchildren,
Joseph Michael Caldwell, and his wife, Elizabeth of Monticello, FA and Dianne
Caldwell Ross and her husband, Mark of Gray, GA; step-daughter, Carol Eddings
and her husband, Bruce of Columbus and several nieces, nephews, and
grandchildren.
NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA HEREBY RESOLVES:
We hereby express our sincere condolences and deepest sympathy to the family of
Webster Franklyn Lambert, first City Manager for the Consolidated Government of
Columbus, Georgia. Mr. Lambert work tirelessly as an ambassador for Columbus
and improved the quality of life for all our citizens throughout his
distinguished career. Let a copy of this resolution be forwarded to the family
of Webster Franklyn Lambert.

Introduced at a regular meeting of the Council of Columbus, Georgia held on the
12th day of January, 2010, and adopted at said meeting by the affirmative vote
