SUBJECT: Fiscal Year 2013 Homeland Security Grant Program
INITIATED BY: Muscogee County Sheriff?s Office
Recommendation: Approval is requested to submit an application, and if
approved, accept a grant in the amount of $97,970, or the approved amount, from
the Georgia Emergency Management Agency for the Department of Homeland Security
Fiscal Year 2013 Homeland Security Grant Program/State Homeland Security
Program, and amend the Multi-Governmental Fund by the amount awarded.
Background: Funds have been allocated to the State of Georgia to prevent,
protect against, respond and recover from terrorist attacks, major disasters,
and other emergencies in accordance with the goals and objectives of the State
Strategic Plan. Muscogee County is eligible for $97,970.
Analysis: Funds will be used to enhance the Columbus Hazardous Devices
Response Team?s ability to respond to explosive related incidents.
Financial Considerations: The grant is for $97,970, or the amount approved,
with no matching funds. Funds will be used to provide equipment and upgrades
to equipment for the Columbus Hazardous Devices Response Team.
Projected Annual Fiscal Impact Statement: This grant will be funded for one
time only, and will have no annual fiscal impact.
Legal Considerations: The Columbus Consolidated Government has been notified
of its eligibility to receive the funds.
Recommendations/ Actions: Authorize to submit an application and, if
approved, accept a grant from the Georgia Emergency Management Agency for the
Department of Homeland Security Fiscal Year 2013 Homeland Security Grant
Program/State Homeland Security Grant Program.

A RESOLUTION AUTHORIZING THE CITY MANAGER TO SUBMIT AN APPLICATION AND, IF
AWARDED, ACCEPT A GRANT FROM THE GEORGIA EMERGENCY MANAGEMENT AGENCY FOR THE
MUSCOGEE COUNTY SHERIFF?S OFFICE TO FUND THE PURCHASE OF EQUIPMENT AND
EQUIPMENT UPGRADES FOR THE COLUMBUS HAZARDOUS DEVICES RESPONSE TEAM AND AMEND
THE MULTI-GOVERNMENTAL FUND BY THE AMOUNT AWARDED.
WHEREAS, Columbus is eligible for $97,970; and,
WHEREAS, the grant period runs from September 1, 2013 to December 31, 2014.
NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY RESOLVES AS FOLLOWS:
That the City Manager or his designee is hereby authorized to submit and, if
approved, accept a grant from the Georgia Emergency Management Agency for
$97,970, or the amount approved, with no matching funds for the Muscogee County
Sheriff?s Office to fund the purchase of equipment and equipment upgrades for
the Columbus Hazardous Devices Response Team, and amend the multi-governmental
fund by the amount awarded.
