PLANNING ADVISORY COMMISSION MEETING
May 3, 2006
A meeting of the Planning Advisory Commission was held Wednesday, May 3, 2006
in the Council Chambers on the Plaza Level of the Government Center.
Commissioners Present: Chairperson Derrick Shields, Vice Chairperson Mullin,
Chris Henson, Joe Alexander, Brad Dodds, Bob Crane.
Staff Members: Will Johnson, Planning Chief and Tina Trant, Recorder.
Commissioners Absent: Karl Douglass, Michael Eddings
Others Present: Edgar Hughston, Louie Abney, Jack Hughston, Tim Simpson.
I. CALL TO ORDER: Chairperson Shields called the meeting to order at
9:05 a.m. He explained the rezoning process to the audience.
II. APPROVAL OF MINUTES: Vice Chairperson Mullin made a motion to
approve the minutes for April 19, 2006. Commissioner Henson seconded. They
were approved unanimously.
III. SPECIAL EXCEPTION CASES: None
IV. REZONING CASES:
1. ZC0604-1: A request to rezone 5.56 acres located at 4400 South Stadium
Drive. The current zoning is Neighborhood Commercial. The proposed zoning is
General Commercial. The property will be used for mini-storage. Jack Hughston
is the applicant.
Mr. Will Johnson read the Staff Report for this case. This case is consistent
with the Future Land Use Map of the Comprehensive Plan for Planning District
2. The Land Use Designation shows General Commercial.
Policy Statements are not addressed.
It is compatible with existing land uses.
The property does not lie within a floodplain and floodway area. The developer
will need an
approved drainage plan prior to issuance of a Site Development Permit.
The property is served by all city services.
The proposed project is not expected to have a negative impact on the
transportation network.
The site shall meet the codes and regulations of the Columbus Consolidated
Government for residential usage.
There is no School Impact.
There is no Buffer Requirement.

DRI Recommendation: None.
Six (6) property owners within 300 feet were notified of this rezoning request.
The Planning
Department did not receive any comments concerning this rezoning request.
Conditions needed: None.
Additional information: None.
Edgar Hughston, owner of the property came to the podium. He wants to rezone
this property for mini-storage units. It is an excellent use for the land. He
has owned it for 25 years. There will be one entrance, one office. There is a
creek on the backside so it will be a natural buffer. The first phase will be
about 39,000 square feet. Total will be about 60,000 square feet.
Chairperson Shields asked for discussion and a motion. Commissioner Crane made
a motion to approve the rezoning case based on the fact that it is consistent
with the future land use map and it will not impact services and schools.
Commissioner Dodds seconded. The case was unanimously approved.
ZC0604-2: A request to rezone .88 acres located at 1110 54th Street. The
current zoning is Single Family Residential 1. The proposed zoning is
Residential Multi-family 2. The property will be used for town houses. Louie
Abney is the applicant.
Mr. Will Johnson read the Staff Report for this case. This case is not
consistent with the Future Land Use Map of the Comprehensive Plan for Planning
District 5. The Land Use Designation shows Low Density Residential.
Policy Statements are not addressed.
It is compatible with existing land uses.
The property does not lie within a floodplain and floodway area. The developer
will need an
approved drainage plan prior to issuance of a Site Development Permit.
The property is served by all city services.
The proposed project is not expected to have a negative impact on the

Buffer Requirement: The proposed development shall have a Category B buffer
requirement along all property lines bordered by the SFR1 zoning district. The
three options under Category B are: 1. 15 feet with a certain amount of canopy
trees, understory trees, and shrubs / ornamental grasses per 100 linear feet.
2. 10 feet with a certain amount understory trees and shrubs / ornamental
grasses per 100 linear feet and a wood fence or masonry wall. 3. 20 feet
undisturbed natural buffer.

DRI Recommendation: None.
Thirty-two (32) property owners within 300 feet were notified of this rezoning
request. The Planning
Department received two calls opposing the rezoning request because of traffic.
Conditions needed: None.
Additional information: None.
Tim Simpson, of Barrett Simpson, came to the podium. They want to build town
houses on this property.
Light Manufacturing Industrial is to the east of this property and behind it.
Multi-family is the best use for this property. There will not be an exit onto
54th Street. The address will change to Chumar Drive.
Chairperson Shields asked for discussion and a motion. Commissioner Dodds made
a motion to approve the rezoning case based on the facts that although it is
inconsistent with the future land use map, it is compatible with existing land
uses and is served by all city services. Commissioner Crane seconded. The
case was unanimously approved.
V. NEW BUSINESS: Commissioner Henson is now a voting member. An
alternate has been named to replace her.
