(A) PURSUIT VEHICLES ? GEORGIA STATEWIDE CONTRACT
It is requested that Council authorize the purchase of twenty-four (24) 2016
Dodge Charger pursuit vehicles for the Columbus Police Department at a unit
price of $24,789.75, for a total amount of $594,954.00; and one (1) 2016 Dodge
Charger pursuit vehicle for the Muscogee County Prison at a unit price of
$23,989.75; for a grand total of $618,943.75, from Akins Ford Dodge Chrysler
Jeep (Winder, GA), via Georgia State Contract #99999-SPD-ES40199409.
Of the twenty-four (24) vehicles for the Columbus Police Department, twenty
(20) were approved in the FY16 Budget, and four (4) will be purchased utilizing
salary savings. They are all replacement vehicles. The one (1) vehicle for
Muscogee County Prison was approved in the FY16 Budget. It is a new vehicle.
Bid specifications were posted on the web page of the Purchasing Division, and
the Georgia Procurement Registry. Three (3) bids were received on November 4,
2015. This bid has been advertised, opened and reviewed. The bidders were:

Bid specifications allow for the purchase via Georgia Statewide Contract, or
any other cooperative contract, when the cost is less than the lowest,

Due to the total savings of $6,952.25, for the purchase of the vehicles, the
Fleet Maintenance Division recommends purchasing the vehicles via Georgia
Statewide Contract.
Funds are budgeted in the FY16 Budget as follows:

(B) PHARMACY BENEFIT MANAGEMENT - ONE YEAR CONTRACT
It is requested that Council approve a one-year pharmacy benefit management
contract with Express Scripts, Inc., a Delaware Corporation (ESI).
While under contract with Benefits Consultant, Northwestern, the City entered a
contract, (negotiated by Northwestern) with Express Scripts, Inc. , beginning
in July 2011, for pharmacy benefit management services. The services included
the following: pharmacy network contracting, pharmacy claims processing, mail
and specialty drug pharmacy, cost containment, clinical, safety, adherence, and
other like programs, and formulary and rebate administration (?PBM Services?).
The pharmacy benefit management services will be provided in accordance with
the terms of a new contract negotiated by the City and the Contractor. The
contract term will be for one year, beginning January 1, 2016 through December
31, 2016. The new contract has been approved as to form by the City Attorney,
and is recommended for approval by the City Manager, Human Resources
Department, Finance Department, and ShawHankins, Benefits Consultant.
Funding for payments to Express Scripts will be budgeted, as needed, for the
one-year contract term as follows: Employee Health Insurance Fund-Human
Resources-Health Insurance Fees-Contractual Services; 0850-220-3320-HLTH-6319.
