EXPLANATION OF RESOLUTION



The Columbus Airport Commission (the ?Commission?) has undertaken a

number of Projects necessary to the continued maintenance and improvement of

the Columbus Metropolitan Airport. Among these projects are security

enhancements for the general aviation side of the airfield and relocation of

the fire station. As is customary, the Commission has applied to the Federal

Aviation Administration for grant monies to complete security enhancements on

the general aviation side of the airfield and for design of a new fire station.

Presently, the Commission is in the final stages of completing security

enhancement for the general aviation side of the airfield. The funds from the

proposal grant will be used to complete these enhancements. These enhancements

are made even more necessary now by virtue of the recent security threats with

respect to air travel.

Also, the Commission has deemed it important to move the fire station

to a new location. The existing fire station at the airport is in the line of

sight from the tower to portions of the main runway. Also, it is virtually

inaccessible to other first responders who might need access to the fire

station. Preliminary site work has been done with respect to a new fire station

so that it can be located in area immediately accessible from West Britt David

Road. This grant will fund the design of the structure itself.

The FAA has already granted some funds to aid the Commission with

respect to the Project. The FAA is offering an additional $611,145 for this

phase of the Project. This amount represents ninety-five (95%) of the projected

costs.

In addition to the FAA funding, it is anticipated that the Columbus

Airport Commission will receive additional funding from the State of Georgia in

the amount of 2.5% of the construction cost of the Project. The balance will

be paid from the Commission's general revenues.

As the Councilors are aware, because of its taxing authority, Columbus,

Georgia, is a co-sponsor of the Columbus Metropolitan Airport along with the

Commission for grant purposes.
