A meeting of the Board of Historic and Architectural Review was held on Monday,
September 14, 2009, at 3:30 p.m., 420 10th Street, Government Center Annex.

I. CALL TO ORDER
Chairman Will Burgin called the meeting to order at 3:37 p.m.
II. APPROVAL OF MINUTES
Chairman Will Burgin asked for a motion on the minutes for the August 10, 2009
meeting. Will Burgin made a motion to approve the minutes. Reynolds
Bickerstaff seconded the motion. Motion was carried unanimously.
Chairman Will Burgin asked that the Staff Reports from River Valley RC and
Historic Columbus is read and approved as part of the BHAR meeting. Sandi
Green made a motion to approve the Staff Reports. Reynolds Bickerstaff
seconded the motion. The motion carried unanimously.
III. REVIEW OF APPLICATIONS
NEW CASES:
HD 0909-01 Staff Approval ? 1244 Cedar Avenue: Patricia C. Dennis, Applicant.
Request permission to install white full view storm windows.
HD 0909-02 Staff Approval ? 510 Front Avenue: Donna Comer, Applicant. Request
permission to demolish burned barn on the property.
HD 0909-03 Staff Approval? 1311 Peacock Avenue: Rick Caldwell, Applicant.
Request permission to install wooden fence along the right side of the
property.
HD 0909-04 ? 1311 Peacock Avenue: Rick Caldwell, Applicant. Request
permission to build a wooden gate along the front of the property, connecting
the house with the side fence. Will Burgin read Staff Report for this case.
After a brief discussion, Sandi Green made a motion to approve the
application. Reynolds Bickerstaff seconded the motion. Virginia Peebles
opposed. The motion carried.
HD 0909-05 ? Linwood Cemetery: Betty Corn, Applicant. Request permission to
build new fence at the cemetery lot with a brick base with iron fence and gate
as stated in the application. Will Burgin read Staff Report for this case.
John Sheftall made a motion to approve with the option of continuing the brick
base with the cemetery plot adjacent to Betty Corn?s plot. Sandi Green
seconded the motion. All approved, the motion carried.
HD 0909-06 ? 511 2nd Avenue: Charles and Camille Walkinshaw, Applicant.
Request permission to add 1 ft to existing chain link fence and add 6 ft.
privacy fence as stated in the application. Sandi Green read made a motion to
deny the application due to no representation, the customer had chosen to
withdraw. Virginia Peeples seconded the motion. Sia Etemadi abstained. The
motion carried.
HD 0909-07 ? 102 6th Street: Harry Hayden, Applicant. Installation of awnings
and air intake louvers as stated in the application. Will Burgin read Staff
Report for this case. After a brief discussion, John Sheftall made a motion to
deny as is described. Sandi Green seconded the motion. The motion carried.
HD 0909-08 Staff Approval ? 721 Linwood Boulevard: Historic Linwood
Foundation, Applicant. Request permission to build a 15?x24?x6? privacy fence
as stated in the application.

Staff Approval of Burned/Unsafe buildings
