Board Meeting Minutes

February 3, 2016

10:00 a.m.





A meeting of the Land Bank Authority Board was held on February 3, 2016, in the

Conference Room at the Land Bank Authority?s office located at 18 Eleventh

Street, Columbus, Georgia.

Call to Order/Establish a Quorum

Board Chair Lance Hemmings called the meeting to order. A quorum was present.





Approval of Minutes

A motion to approve the minutes from the Board meeting on December 2, 2015, was

made by Anne Hanna Merritt. The motion was seconded by Carson Cummings. The

motion passed.





Operational Items

Financial Update

Approximately $38,365 remains in the account.





Business Items

Property Updates

o 2235 Cornell Avenue

The property is listed for sale with Jackie Leonard, Solid Source Premier

Realty, for $9,000. An offer of $2000 was received. The LBA countered at $6500.

The potential buyer came back at $2500. The offer was not accepted. The status

of the listing will be reviewed at the next meeting.



Justin Krieg continues to work with the Tax Office to change the lot to a tax

exempt status similar to the other LBA properties. In the meantime, the LBA

received a delinquent tax notice for this property. Discussion followed.

Further information is needed to determine next steps.





o 2406 Winchester

There are no additional updates regarding the potential acquisition of this

property. The Tax Commissioner?s Office does not plan to schedule a Tax Sale in

the coming months. Discussion will continue during the next meeting.



o LBA Property in East Highlands

Justin Krieg received a call from the son of the previous owner of the property

at 1512 24th Street. He may be interested in the property. Lance Hemmings asked

if we have any costs incurred for the property. If so, those funds need to be

recovered. Additional information will be provided at the next meeting.



The land swap with Habitat was completed in November. The donation of these

lots (1349 24th St and 2401 14th Ave) to MCSD can proceed as previously

discussed.



Habitat may be interested in the other lots on 25th Street at a later date.



o Possible Transfer of Property from NWC to LBA

The proposed agreement was provided to NeighborWorks Columbus for review. Based

on the stipulations in the agreement, they determined the proposed transfer

would not be cost effective and decided not to proceed with the transfer.





Other Business

o Tax Commissioner?s Office

Justin Krieg continues to work toward the recapture of a portion of the

property taxes collected on property conveyed by the LBA (as stipulated in

Ordinance No. 12-40). The necessary documentation was submitted in July. A

check should be issued soon.



o City?s Request - Year End Financial Statement

The financial information was submitted to the City as requested. At this time,

no additional documentation is required.







Next Meeting

The next Land Bank Authority Board Meeting will be on Wednesday, April 6th,

2016.
