Description Have the staff to do some research on the Landscape Material

contract, and evaluate that; because of the amount of material we are

purchasing, we may be able to get a better price than what we are paying.

Response 11/20/06 The city procurement ordinance requires us to solicit

competitive bids for materials needed to perform the many task we perform from

day to day. The process requires a posting on the city web site the material

needed and the quantity with other information to verify that the offering

vendor has a valid license and can provide the service or material. All

businesses interested in competing for the bid may do so by submitting a bid

to provide the material. This competitive bid process prevents city employees

from shopping at their favorite vendor and reduces significantly, the

opportunity for city employees to become involved in illegal purchasing

activities.



9/12/06 The need for Landscape Materials were posted on the city web site with

estimated quantity.

10/11/06 Bids were received from two vendors with prices for the material

listed on the web site. They were: Top Quality Straw, Inc & To-Mar Garden

Center. The prices are listed on the Council Agenda. No other vendor

submitted bids. If a vendor could have provided a better price for the

material, that vendor should have submitted a bid. It is quite frustrating to

the staff to go through the procurement process for purchasing material than at

the time to get Council approval for the purchase to have a vendor complaint

that they could have provided the material for less had we contacted them.



After going through the efforts to solicit bids in accordance with the

ordinance we find ourselves spending additional time ( which is in short

supply) explaining the process because a vendor failed to submit a bid. If
