SUBJECT: Agenda Report ? Ordinance Enacting a ?15-Minute Loading Zone? on 10th
Street.

Recommendation: Approve an ordinance enacting a ?15-Minute Loading Zone? along
the North curb of 10th Street beginning 182 feet from the West curb of Front
Avenue and running westerly toward Bay Avenue for 124 feet.
Background: The Engineering Department received a request from Uptown Columbus,
Inc. to create a loading zone along 10th Street between Front Avenue and Bay
Avenue. The request was made to accommodate transportation operations at
Whitewater Express, which is located adjacent to the proposed loading zone.
Whitewater Express will use the zone to load and unload its shuttle buses.
Nine existing angled parking spaces with a two-hour time limit are proposed to
be converted to the loading zone.
Analysis: The Traffic Engineering Division inspected the proposed loading zone
site and determined the conversion will produce no adverse effects, except for
the loss of the nine existing vehicle parking spaces.
Financial Considerations: The cost of installing Traffic Control signs,
removing the in-place parking space lines, and installing new pavement striping
will be derived from the Traffic Engineering operating budget.
Legal Considerations: All ordinances require the approval of Council.
Recommendations/Actions: Approve an ordinance enacting a ?Loading Zone? with a
15-minute time limit along the north curb of 10th Street beginning 182 feet
from the west curb of Front Avenue and running westerly for 124 feet.
