O R D I N A N C E S:





(1) 1ST Reading-REZN-02-16-0382-A request for rezoning of 5.6 acres located at

7808 Whitesville Road & 1419 Double Churches Road is proposed for rezoning from

RO (Residential Office) with conditions and NC (Neighborhood Commercial) zoning

district to a RO (Residential Office) without conditions zoning district.

(Owner: Big Creek Properties, LLC & Land/Grove, LLC) (District 2 Councilor

Davis) The proposed use is a senior assisted living facility. The Planning

Advisory Commission and the Planning Department recommends approval.



(2) 1st Reading-REZN-04-16-0711-A request for rezoning of 2.38 acres located at

2285, 2300, & 2312 Whittlesley Road is currently zoned as NC (Neighborhood

Commercial) & LMI (Light Manufacturing and Industrial) zoning district and

proposed zoning to GC (General Commercial) zoning district. (Owner: Richard

Ensminger) (District 2 Councilor Davis) The proposed use is retail and

restaurants. The Planning Advisory Commission recommend approval and the

Planning Department recommend conditional approval.



(3) 1st Reading-REZN-04-16-0744-A request for a text amendment to the Unified

Development Ordinance (UDO) to alter Sections 2.3.6 and Table 3.1.1 to include

Commercial Office Zoning District (CO) as permitted use within the convalescent

or nursing facility use category. The Planning Advisory Commission and the

Planning Department recommends approval.



(4) 1st Reading ? An ordinance adopting an operating budget for the

Fiscal Year 2017 beginning July 1, 2016 and ending June 30, 2017, for certain

funds of the Consolidated Government of Columbus, Georgia, and appropriating

the amounts shown in each budget. (Budget Review Committee)



(5) 1st Reading ? An ordinance adopting non-operating budgets for the Fiscal

Year 2017 beginning July 1, 2016 and ending June 30, 2017, for certain funds of

the Consolidated Government of Columbus, Georgia, and appropriating the amounts

shown in each budget. (Budget Review Committee)



(6) 1st Reading - An Ordinance providing for the employer contributions

to the Columbus, Georgia General Government Employees? Pension Plan for the

fiscal year beginning July 1, 2016. (Budget Review Committee)



(7) 1st Reading - An Ordinance providing for the employer contributions

to the Columbus, Georgia Pension Plan for employees of the Department of Public

Safety for the fiscal year beginning July 1, 2016. (Budget Review Committee)



(8) 1st Reading - An Ordinance providing for Government funding of a

Major Disability Income Plan for the fiscal year beginning July 1, 2016.

(9) 1st Reading - An Ordinance providing for Government funding of a

Death Benefit Escrow for the fiscal year beginning July 1, 2016. (Budget Review

(10) 1st Reading - An Ordinance amending Columbus Code Section 20-16.11 so as

to increase fines for overtime parking violations effective July 1, 2016;

repealing conflicting ordinances; and for other purposes. (Budget Review

Committee)



(11) 1st Reading - An Ordinance amending Article VII of Chapter 13 of

the Columbus Code, Solid Waste Collection and Disposal, by updating the poverty

guidelines for an offset to the residential rate for low-income households; and

for other purposes. (Budget Review Committee)



(12) 1st Reading - An Ordinance amending Section 9-13 of the Columbus Code

pertaining to cemetery fees, and for other purposes. (Budget Review Committee)





R E S O L U T I O N:



(13) EXCP-03-16-0617- A request for a Special Exception Use located at 3703

University Avenue is currently zoned as NC (Neighborhood Commercial). The

property is proposed for a wireless telecommunications tower. (Applicant:

Robert S. Poydasheff) The Planning Advisory Commission and the Planning

Department recommends conditional approval.



(14) Authorizing 911 charges of $1.50 per billable telephone per month, E911

charges of $1.00 per month and prepaid wireless 911 charges of $0.75 per

month, all as authorized by O.C.G.A. Sections 46-5-133 through 46-5-134.2.
