An ordinance amending Chapter 2 of the Columbus Code by renaming the Public
Safety Advisory Commission the Public Safety Review Commission; providing
authority to conduct investigations; providing authority to make
recommendations to the Mayor; and for other purposes.

THE COUNCIL OF COLUMBUS, GEORGIA HEREBY ORDAINS:
SECTION 1.
Article XVIII of Chapter 2 of the Columbus Code is hereby amended by inserting
the words ?Public Safety Review Commission? wherever the words ?Public Safety
Advisory Commission? appear in said Article.
SECTION 2.
Section 2-234 of the Columbus Code is hereby amended by deleting
subsection (m) and inserting a new subsection (m) to read as follows:
?(m) In addition to the duties outlined above, the Commission shall
have power to investigate specific Public Safety matters or incidents involving
the Columbus Police Department, Columbus Department of Fire and EMS or Muscogee
County Prison as follows:
(1) Citizens shall first file a complaint with the head of the department
involved or the Mayor. The Commission may conduct investigations only after
department internal investigations are complete and only after all related
civil litigation or criminal prosecutions are concluded.
(2) The Commission may make recommendations to the Mayor concerning any
investigation which recommendations shall be advisory only.
(3) The Commission may request that the Mayor or Columbus Council
initiate additional studies or investigations of matters or incidents involving
the Columbus Police Department, Columbus Department of Fire and EMS or Muscogee
County Prison.?
SECTION 3.
Section 2-235 of the Columbus Code is hereby amended by deleting the seventh
sentence in its entirety and substituting a new seventh sentence to read as
follows:
?The Clerk of Council shall provide the Commission with clerical or
administrative assistance.?
SECTION 4.
Section 2-236 of the Columbus Code is hereby deleted in its entirety and a new
Section 2-236 is hereby substituted to read as follows:
?The Mayor, City Manager, Chief of Police or his designee, Chief of Columbus
Fire and EMS or his designee, Muscogee County Prison Warden or his designee,
Muscogee County Sheriff or his designee, and the Municipal Court Marshal or his
designee shall be advisors to and ex-officio members of the Commission, but
shall not be entitled to a vote at Commission meetings.?
SECTION 5.
All ordinances or parts of ordinances in conflict with this ordinance are
hereby repealed.
