SUBJECT: Reimbursement to G C W Development

Recommendation: Approval is requested for the reimbursement of $198,111.25 for
expenses to G C W Development for installation of erosion control Best
Management Practices and Stabilization of a 25 acre site on Courtland Avenue.
Background: The property owner agreed to allow the City to excavate soil
material from a 25 acre site on Courtland Avenue at no cost for the material.
The City utilized the site for approximately 2 years to get soil for cover at
the landfill thus receiving approximately 164,085 cubic yards of material.
Analysis: The property owner is responsible for obtaining proper Land
Disturbing Permits and seeing that Erosion Control Best Management Practices
are provided and maintained. Upon ceasing grading activity on the site ,
stabilization is required. The owner had a contractor/consultant perform
these responsibilities.
Financial Considerations: The estimated cost for the City to have performed
the same work would have been approximately $206,728.22. The City received
approximately $1,969,020 worth of soil material.
Legal Considerations: Reimbursement of the expenses requires Council approval.
Recommendations/ Actions: Approval of the authorization for the City Manager
to reimburse G C W Development in the amount of $198,111.25 for expenses for
installation of Erosion Control Best Management Practices and Stabilization of
a 25 acre site on Courtland Avenue.

A RESOLUTION AUTHORIZING REIMBURSEMENT OF $198,111.25 FOR EXPENSES TO G C W
DEVELOPMENT RELATED TO THE INSTALLATION AND MAINTENANCE OF EROSION CONTROL BEST
MANAGEMENT PRACTICES AND STABILIZATION OF A 25 ACRE SITE LOCATED ON COURTLAND
AVENUE. WHERE SOIL MATERIAL WAS EXCAVATED BY THE CITY AND UTILIZED FOR COVER
AT THE LANDFILL.
WHEREAS, cover material for the landfill, the Public Services Department
excavated approximately 164,085 cubic yards of soil from property owned by G C
W Development,
WHEREAS, in accordance with State Laws the installation of Erosion Control Best
Management Practices and Stabilization are required as part of land disturbing
activities,
WHEREAS, the design, permits, installation of Best Management Practices and
Stabilization were provided by the owner of the property,
NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY RESOLVES AS FOLLOWS:
That the City Manager is hereby authorized to make payment to G C W
Development in the amount of $198,111.25 for reimbursement of expenses for
installation of Erosion Control Best Management Practices and Stabilization of
25 acres site located on Courtland Avenue.
