Subject Public Safety Educational Incentives
Description Have the staff to check to see if the educational incentive has
been correctly applied regarding the ordinance that has been proposed to be
repealed in lieu of the new pay plan; specifically for new hires. (Request of
Councilor Henderson)

Response The educational incentives have been correctly applied consistent with
policy as established by Ordinances 96-79, 00-31 and 04-31.
Ordinance 96-79 authorized applicants with associate's degrees to be hired at
grade 10, those with bachelor's at grade 11 and those with master's at grade
12. Grades 11 and 12 were adapted from the 1995 UGA Public Safety Pay Plan
that did not specify the use the grades for this purpose. The difference
between each grade was approximately 5%.
Ordinance 00-31 corrected a promotional equity problem caused by using grades
11 and 12 for different education levels in conjunction with the promotion
policy created by Ordinance 97-129 (3% per grade, max 10%). Grades 11 and 12
were abolished with the educational incentive changing to 5% for a bachelor's
degree and a total of 10% for a master's degree, applied to both current
employees obtaining degrees and appointees possessing a degree at the time of
their employment. Current employees were reclassified to grade 10 and those
adversely affected by the former procedure received retroactive pay adjustments
to the maximum promotional increase permitted by 97-129.
Ordinance 04-31 authorized the creation of pay grades 9A and 9B for new
appointees with less than an associate's degree to be hired at a lower rate of
pay, with progression to grade 10 and an appropriate pay rate adjustment, upon
the attainment of the required education level.
