SUBJECT: Quit Claim Vacant City Owned Properties located in the Liberty

District to Development Authority of Columbus, Georgia for Future Redevelopment



INITIATED BY: Department of Community Reinvestment





Recommendation: Approval is requested to quit claim city owned vacant

properties located within the Liberty District to the Development Authority of

Columbus, Georgia for the purpose of issuing a Request for Proposals (RFP) for

future redevelopment. (see attached map).



Background: The City acquired the properties in 1998 and 1999 via a deed from

the Housing Authority of Columbus. Community Development Block Grant Program

(CDBG) funding was used to purchase the properties in the early 90s as part of

the 5th and 6th Avenue Redevelopment Project.



The City is ready to pursue the redevelopment of the Liberty District, and is

requesting the properties be quit claimed to the Development Authority of

Columbus, Georgia in an effort to begin the process. The Development Authority

would issue a Request for Proposal (RFP) to solicit experienced developers

interested in redeveloping the area per the Liberty District Master Plan. The

addresses of the properties are: 805, 811, 823 8th Avenue, 618, 700, and 720

9th Street, 711 8th Street, 802, 806, 811, 812, 813, 815, 816, 817, 818, 819,

821, 825, 826, 827, 828, 831, 832, 835, 834, 840 and 842 7th Avenue, and 840

6th Avenue.



Analysis: Quit claiming the property to the Development Authority would allow

the opportunity to redevelop the Liberty District per the Liberty District

Master Plan developed in 2005.



Financial Considerations: Quit claiming the property to the Development

Authority would provide an opportunity for redevelopment which would eventually

generate additional tax revenues.



Legal Considerations: The City Attorney will review and approve all documents

prior to obtaining any signatures.



Recommendations/ Actions: Approve the attached Resolution to quit claim city

owned vacant properties located within the Liberty District to the Development

Authority of Columbus, Georgia for the purpose of issuing a request for

proposal (RFP) for future redevelopment.

A RESOLUTION TO QUIT CLAIM CITY OWNED VACANT PROPERTIES LOCATED WITHIN THE

LIBERTY DISTRICT TO THE DEVELOPMENT AUTHORITY OF COLUMBUS, GEORGIA FOR THE

PURPOSE OF ISSUING A REQUEST FOR PROPOSALS (RFP) FOR FUTURE REDEVELOPMENT.



WHEREAS, the addresses of the properties are 805, 811, 823 8th Avenue, 618,

700, and 720 9th Street, 711 8th Street, 802, 806, 811, 812, 813, 815, 816,

817, 818, 819, 821, 825, 826, 827, 828, 831, 832, 835, 834, 840 and 842 7th

Avenue, and 840 6th Avenue; and,



WHEREAS, the properties are owned exclusively by the Columbus Consolidated

Government; and,



WHEREAS, the Columbus Consolidated Government wishes to redevelop the

properties in accordance with the Liberty District Master Plan that was

developed in 2005; and,



WHEREAS, the properties will be quit claimed at the request of the Development

Authority; and,



WHEREAS, the Development Authority of Columbus, Georgia will issue a Request

for Proposals (RFP) to solicit experienced developers, and the properties will

be disposed of to a developer at a sales price determined by the Development

Authority.



NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY RESOLVES AS FOLLOWS:



Quit claim the city owned properties listed above to the Development Authority

of Columbus, Georgia upon their request for the purpose of future redevelopment

in accordance with the 2005 Liberty District Master Plan as it may be amended

from time to time by City Council.
