3-23-10 This property was included in the demolitions we took to Council in

March, 2010. The owner had a lot of work done on the house with no permits

and no inspections. She presented in Council with a couple from Buena Vista,

GA, Jose & Maria Guiterrez, who said they could purchase the house and complete

the repairs, including complying the numerous code violations.



On April 14, 2010 Council voted to remove this from the demolition list

to give Mr. Guiterrez due process and the opportunity to repair. Our office

instructed him to submit site drawings, stamped engineering drawings and

architectural drawings showing the as-built constructions of the house and the

corrections of the code violations. Over the next few months, we received some

structural drawings that were not done by a licensed engineer, and therefore,

were not stamped, and some

other incorrect data. We asked that a licensed engineer meet with us on site;

that was never done. As late as August, 2010, Mr. Guiterrez provided us with a

contractor?s name whom he wanted to hire to do the construction; when we

contacted the contractor, he advised that he would not do the job; the complete

structure needed to be demolished due to the code violations, and built again.

He was not interested in doing the construction.



I discovered while updating the title search on this property, that in

September 2010, Mr. Guiterrez quit claimed it back to the original owner.



Mr. Guiterrez was given a demolition hearing and required due process

when he bought the house.
