RESOLUTION

WHEREAS, 1981 Ga. Laws, page 1926, implemented a current base year
assessed value homestead exemption freeze in Columbus, Georgia (the ?Assessment
Freeze?) which was ratified by voters in November, 1982;
WHEREAS, the attached draft local legislation would eliminate the Columbus,
Georgia Assessment Freeze for all homestead property acquired after January 1,
2017;
WHEREAS, the draft local legislation would have the effect of
continuing the current Assessment Freeze for homesteads acquired on or before
January 1, 2017; purchasers of homesteads after January 1, 2017 would be
eligible for any other homestead exemption provided by law beginning in the
2018 tax year;
WHEREAS, this Council desires that the local delegation to the Georgia
General Assembly introduce such local legislation at its 2016 Session, with
voter ratification set at the general election to be held in November, 2016.
NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA HEREBY RESOLVES:
We hereby respectfully request that the local delegation to the Georgia
General Assembly introduce the attached local legislation to eliminate the
Columbus, Georgia Assessment Freeze for all homestead property acquisitions
after January 1, 2017. Let a copy of this resolution be forwarded by the Clerk
of Council to each member of the local delegation to the Georgia General
Assembly.
