SUBJECT: Memorandum of Understanding - Amendment to Panhandle Road



INITIATED BY: David Arrington, Deputy City Manager







Recommendation: Approval is requested to execute an amendment to the

Memorandum of Understanding with Thayer, Burgin, and Willis Plantation for

development of the Panhandle Road round-a-bout.



Background: In the October 27, 2009 meeting, Council approved Resolution

#404-09 for construction of a road commonly referred to as the Panhandle Road

in an amount not to exceed $2,000,000. The purpose of the road project was to

provide an additional means of ingress/egress for residents along Garrett Road

in the event of an emergency and to address traffic concerns from current and

planned residential development in the area. The project was developed as a

public/private partnership with Thayer, Burgin, and Willis Plantation. During

construction the Muscogee County School District announced plans for the

development of a elementary school site in the area. This development will

result in a significant increase in traffic along the Panhandle Road. Traffic

Engineering recommended the installation of a round-a-bout in lieu of a "T"

intersection on the Panhandle Road as a traffic calming measure and to

facilitate a smoother traffic flow for the increased traffic. The estimated

cost of the round-a-bout installation was $125,000. With Council's

concurrence, the round-a-bout was added to the design of the road and

constructed by the developer prior to completion of the project. At the June

14, 2011 meeting, Council approved Resolution #206-11 accepting the streets

(Yarbrough Road extension, Yellow Pine Road, Calument Drive) comprising the

Panhandle Road project. The addition of the round-a-bout increased the total

project budget to $2,125,000 with actual expenditures totaling $2,039,733.33.



Analysis: Construction of the Panhandle Road has been completed and Council

accepted the streets as City Streets on June 21, 2011. The initial

authorization for the project was for a not to exceed amount of $2,000,000.

With the addition of the round-a-bout the total project costs upon completion

amounted to $2,039,773.33. The additional expenses associated with the

construction of the round-a-bout exceed the amount previously approved by

Council. The authorization of this additional $39,773.33 will allow for the

final close out of this project.



Financial Considerations: Funding for the project is available from proceeds

of the 2010B Bond Series in CIP project #82056.



Projected Annual Fiscal Impact Statement: The City will assume responsibility

for ongoing maintenance of the street lighting at an estimated annual cost of

$4,356.00.



Legal Considerations: This action requires approval by Council.



Recommendations/ Actions: Authorize the City Manager to execute an amendment

to the Memorandum of Understanding with Thayer, Burgin, and Willis Plantation

for development of the Panhandle Road round-a-bout.

A RESOLUTION AUTHORIZING THE CITY MANAGER TO EXECUTE AN AMENDMENT TO THE

MEMORANDUM OF UNDERSTANDING WITH THAYER, BURGIN, AND WILLIS PLANTATION FOR

DEVELOPMENT OF THE PANHANDLE ROAD ROUND-A-BOUT.

NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY RESOLVES AS FOLLOWS:

That the City Manager is hereby authorized to execute an amendment to

the Memorandum of Understanding with Thayer, Burgin, and Willis Plantation for

development of the Panhandle Road round-a-bout at an additional cost of

$39,773.33.
