SUBJECT: Georgia County Internship Program Grant Agreement



INITIATED BY: Human Resources Department





Recommendation: Approval is requested to accept a Georgia County Internship

Program Grant Award.



Background: The Columbus Consolidated Government (CCG) employs approximately

3,000 people who work in various locations around the city. The CCG uses the

following methods of communicating with employees:

? ?All User? emails

? Limited space (66 characters on pay advices) messages

? Flyers

? Posters

? Word of Mouth by supervisors and department directors

While these methods of communications help to inform employees, none of them

are effective at transmitting information (on a timely basis) to employees who

are in the field without access to bulletin boards and computers. "All User"

emails are the easiest to send but many of the employees in the Police,

Fire/EMS, Sheriff, Marshal, Muscogee County Prison, Public Works, Parks and

Forestry and Metra departments don't have email addresses.



Analysis: The CCG will benefit greatly from a communication medium that allows

all employees to receive information regardless of their worksite. Most

employees have mobile phones that they carry with them (some departments

prohibit employees from having their phones on them while performing their job

duties) and CCG information may be transmitted to these devices for immediate

accessibility. Employees who are not permitted to use their phones during the

workday will be able to access information after their workday ends.



Financial Considerations: No matching funds are required for this grant.

A RESOLUTION AUTHORIZING THE CITY MANAGER TO SUBMIT AN APPLICATION AND, IF

APPROVED, ACCEPT A GRANT FOR $2,173 FROM THE ASSOCIATION OF COUNTY

COMMISSIONERS OF GEORGIA CIVIC AFFAIRS FOUNDATION TO FUND A 2017 SUMMER INTERN

FOR THE HUMAN RESOURCES DEPARTMENT FOR TEN WEEKS AND TO AMEND THE

MULTI-GOVERNMENTAL FUND BY THE AWARD AMOUNT.



WHEREAS, funds have been made available from the Association of County

Commissioners of Georgia Civic Affairs Foundation to the Columbus Consolidated

Government Human Resources Department for a ten week period during the 2017

summer months; and,



WHEREAS, these funds will be used to hire a college intern to develop

communication techniques and mediums to disseminate information to employees,

especially those who work in field operations without access to computers; and,



WHEREAS, employees can stay abreast and knowledgeable about CCG sponsored

activities, announcements, policies and general information regardless of their

worksite; and,



WHEREAS, the Association of County Commissioners of Georgia Civic Affairs

Foundation solicited its membership to submit applications for projects that

college interns can perform over a ten week period in the summer of 2017; and,



WHEREAS, the City does not have to provide a match to receive these funds.







NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY RESOLVES AS

FOLLOWS:



That the City Manager is hereby authorized to submit a grant

application to the Association of County Commissioners of Georgia Civic Affairs

Foundation to fund a summer intern for ten weeks during the 2017 summer and if

awarded accept a $2,173 grant to pay for the services of the intern.
