CITY MANAGER'S AGENDA

I. HEALTH INSURANCE - ACTIVE EMPLOYEES AND PRE-65 RETIREES:



Approval is requested confirming rate changes for Health Insurance for Active

employees and Pre-65 Retirees, modifications to the plan benefits, and

approving a Wellness Incentive Option.





II. ASSISTANT TRADE CENTER DIRECTOR POSITION:



Approval is requested to hire an Assistant Trade Center Director personnel

above Step C. The stated position will be at a salary of $56,720.20, Pay Grade

21F. The Trade Center has funding in its budget to support this request.





III. PROPERTY SWAP BETWEEN COLUMBUS CONSOLIDATED GOVERNMENT AND THE MUSCOGEE

COUNTY SCHOOL DISTRICT:



Approval is requested to execute all documents related to the property swap

between the Columbus Consolidated Government (CCG) and the Muscogee County

School District (MCSD) for future educational and redevelopment purposes. The

CCG currently owns 1000, 1026, 1030, 1044, and 1102 Fort Benning Road, and

3970, 3966, 3960, 3954, and 3832 Cusseta Road. The total values of these

properties is $1,446,000. The MCSD currently owns 8+ acres at Brewer Elementary

on Buena Vista Road needed for a transportation project, and a property located

at 1125 Alexander Street that can be used for the expansion of Pop Austin, for

a total value of $698,000. Once the properties are transferred there will be a

balance due payable to CCG in the amount of $748,000 which will be reallocated

to the Enterprise Zone fund to be used for future transportation and

recreational projects.





IV. ALLOCATION OF HOME FUNDS FOR A TENANT BASED RENTAL ASSISTANCE PROGRAM:



Approval is requested to enter into a HOME Written Agreement, between the

Columbus Consolidated Government and Open Door Community House, to award Home

Investment Partnership Program (HOME) funds in the amount of $80,000 to

administer a Tenant Based Rental Assistance Program (TBRA). The TBRA program

will provide rental assistance to five (5) or more individuals or families in

Columbus who are homeless or at risk of becoming homeless. The clients are able

to receive assistance for up to 2 years.





V. GEORGIA POWER POLE ATTACHMENT AGREEMENT:



Approval is requested to enter into a Pole Attachment Agreement with Georgia

Power Company for installation of City owned facilities on poles owned by the

Georgia Power Company.





VI. STREET ACCEPTANCE - THAT PORTION OF RUFFIE WAY LOCATED IN KITTEN LAKE,

REPLAT OF

PARCEL 200B, REPLAT OF PARCEL 200 PHASE ONE KITTEN LAKE:



Approval is requested for the acceptance of that portion of Ruffie Way located

in Kitten Lake, Replat of Parcell 200B, Replat of Parcel 200 Phase One Kitten

Lake. The Engineering Department has inspected said streets and recommends the

acceptance. No city funds are involved until maintenance is assumed after the

two year warranty.

VII. STREET ACCEPTANCE - GRAHAM WAY LOCATED IN ANGLIN PARK:



Approval is requested for the acceptance of Graham Way located in Anglin Park.

The Engineering Department has inspected said streets and recommends the

acceptance. No city funds are involved until maintenance is assumed after the

two year warranty.





VIII. SHERIFF'S OFFICE MEMORANDUM OF UNDERSTANDING WITH U.S. MARSHALS SERVICE:



Approval is requested for the Sheriff's Office to enter into a Memorandum of

Understanding (MOU) with the U.S. Marshals Service to receive $3,500 in

funding, or as otherwise awarded, with no local match required, for the

purchase of office equipment, and to amend the Multi-Governmental Fund by the

amount of the award.





IX. DONATION FOR WOODRUFF FARM SOCCER COMPLEX:



Approval is requested to accept a donation of up to $15,000 from Columbus Youth

Soccer Club for the purchase of two lawn mowers for use exclusively at Woodruff

Farm Soccer Complex.

Scope of RFB

materials to the Public Works and Parks & Recreation Departments. The items

will be procured on an ?as needed? basis. This contract will be for two (2)

years, with the option to renew for three (3) additional 12-month periods.

1. GPS, Offender Monitoring Services (Annual Contract) ? RFB No. 17-0013

Scope of RFB

Provide GPS monitoring of offenders, as a means of sanction and an alternative

to incarceration, for the Muscogee County Juvenile Drug Court. The services

will be procured on an ?as needed? basis. This contract will be for two (2)

years, with the option to renew for three (3) additional 12-month periods.





September 28, 2016

1. Stump Grinder with Tracks and Trailer ? RFB No. 17-0017

Scope of RFB

Provide one (1) stump grinder with tracks and trailer to be used by the Urban

Forestry and Beautification Right-of-Way Maintenance Division of the Public

Services Department for grinding stumps from City right-of-ways and other City

properties.

1. Engineering Services for Slope Failure Repair ? RFP No. 17-0006

Scope of RFB

Columbus Consolidated Government is seeking proposals for a professional

engineering firm to evaluate and design repair methods for four (4) slope

failure locations in Columbus, GA. The services shall be provided in

accordance with Federal standards for FEMA Grants.





2. Roofing Consultant Services (Annual Contract) ? RFP No. 17-0007

Scope of RFP

Columbus Consolidated Government is seeking proposals from qualified firms to

provide roofing consulting services on an as-needed basis. The contract term

shall be for two (2) years with the option to renew for three (3) additional

twelve-month periods.





October 5, 2016

1. Welding/Metal Fabrication Services (Annual Contract) ? RFB No. 17-0011

Scope of RFB

Provide welding and fabrication services for various facilities and equipment

owned by the City. The equipment may be located in buildings, ball fields,

watershed lake valves, swimming pools, the Muscogee County Jail, Muscogee

County Prison, and vehicles at the Auto Shop. The services will be procured on

an ?as-needed? basis. This contract will be for two (2) years, with the option

to renew for three (3) additional 12-month periods.



2. Fall Line Trace Riverlink ? RFB No. 17-0018

Scope of RFB

Construct the proposed concrete multi-use trail connecting the existing Fall

Line Trace and Riverwalk. The proposed trail will be constructed along 10th

Avenue, Linwood Boulevard, 5th Avenue, and 14th Street. The work primarily

involves installation of the concrete path, concrete curb and gutter, and

landscaping as depicted on the drawings provided as part of these Contract

Documents.
