SUBJECT: Adult Drug Court



INITIATED BY: Superior Court





Recommendation: Approval is requested to submit an application, and if

approved, accept $2,000,000.00 from the US Substance Abuse and Mental Health

Services Administration (SAMHSA) for the operation of the Adult Drug Court

Expansion Grant, from May 31, 2019 to May 30, 2024 and to amend the

Multi-governmental Fund by $2,000,000.00.



Background: The Substance Abuse and Mental Health Services

Administration has provided funds to expand substance abuse treatment capacity

in adult treatment drug courts. The funds are being provided through the

Substance Abuse and Mental Health Services Administration to be utilized to

operate courts in FY19. These funds will be used to partner with New Horizons

Behavioral Health to enhance our current operations to include semi independent

residential services for Drug Court participants and to continue a Medication

Assisted Treatment program to help battle the rising opioid epidemic. The

funds will also begin a Peer Support program and recovery support programming

for those in recovery.



Analysis: The Muscogee County Adult Felony Drug Court is requesting a

grant of $400,000 annually for 5 years totaling $2,000,000.00 from SAMHSA to

operate the Adult Drug Court expansion project for a period of 60 months.





Financial Considerations: The City is not required to provide a cash or In

Kind matching funds to participate in this grant program.



Projected Annual Fiscal Impact Statement: The Columbus Consolidated Government

will not be required to continue this program when the grant funds have been

expended.



Legal Considerations: The Columbus Consolidated Government is eligible to

apply for funds from the Substance Abuse and Mental Health Services

Administration.



Recommendations/Actions: Approve a resolution authorizing the City Manager to

submit a grant application and if approved, accept funds from SAMHSA for the

operation of the Adult Drug Court expansion project, from May 31, 2019 to May

30, 2024, authorize a sole source contract to New Horizons Behavioral Health

and Dr. Andrew Cox and to amend the Multi-Governmental Fund by the amount of

the grant award.

A RESOLUTION AUTHORIZING THE CITY MANAGER TO SUBMIT AND IF APPROVED, ACCEPT A

GRANT OF $2,000,000.00 FROM THE SUBSTANCE ABUSE AND MENTAL HEALTH SERVICES

ADMINISTRATION TO FUND THE ADULT DRUG COURT EXPANSION PROJECT FROM MAY 31, 2019

THROUGH MAY 30, 2024 AND TO AMEND THE MULTI-GOVERNMENTAL FUND BY THE AWARD

AMOUNT.

WHEREAS, funds have been made available from SAMHSA to the Columbus

Consolidated Government for a 60 month period beginning May 31, 2019 through

May 30, 2024; and,

WHEREAS, funds are being made available to provide support for the operation of

the Adult Drug Court expansion project for FY19 ? FY24; and,

WHEREAS, funds have been made available from the Substance Abuse and Mental

Health Services Administration to expand substance abuse treatment services in

Adult Drug Treatment Courts; and,

WHEREAS, the City is not required to make any cash or in kind match.

NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY RESOLVES AS FOLLOWS:

That the City Manager is hereby authorized to submit a grant application to the

Substance Abuse and Mental Health Services Administration to fund the Adult

Drug Court Expansion Project and if awarded accept $2,000,000.00 to provide

funding from May 31, 2019 to May 30, 2024. authorize a sole source contract to

New Horizons Behavioral Health and Dr. Andrew Cox and to amend the

Multi-Governmental Fund by the amount of the grant award.
