COUNCIL OF COLUMBUS, GEORGIA
ORGANIZATIONAL MEETING/PROCLAMATION
JANUARY 3, 2017
The regular weekly meeting of the Council of Columbus, Georgia was called
to order at 5:20 P.M., Tuesday, January 3, 2017, on the 2nd Floor of the
Citizens Service Center, located at 3111 Citizens Way, Columbus, Georgia
Honorable Teresa Tomlinson, Mayor, presiding.

PRESENT: Present other than Mayor Teresa Tomlinson and Mayor Pro Tem Turner
Pugh were Councilors R. Gary Allen, Glenn Davis, Bruce Huff and Walker Garrett.
City Manager Isaiah Hugley, City Attorney Clifton Fay, Assistant City Attorney
Lucy Sheftall, Clerk of Council Tiny B. Washington and Deputy Clerk of Council
Lindsey Glisson were also present. Councilor Mike Baker took his seat at
5:25p.m. Councilors Evelyn Woodson and Berry H. Henderson took their seat at
5:26 p.m.

Mayor Tomlinson said that we are here tonight, not only for a typical
Resolution and Proclamation Session, but said tonight is a very special
meeting. She said we have converted it to a business meeting for purposes of
swearing in officers, elected officials, both at the city and county
constitutional level. She said she appreciates you being here to support those
who have the courage to throw their hat in the ring and represent the citizens
of this great community. She said we will also be swearing in some of our
particular officers.
OATHS OF OFFICE:
Senior Judge of the Chattahoochee Circuit, Superior Court Judge Gil
McBride then came forward to administer the oaths of office to the following
Councilors, who were
re-elected for another term of office: Glenn Davis, Evelyn Turner Pugh, R. Gary
Allen, R. Walker Garrett, and Berry Henderson.
OFFICIAL OATH OF COUNCIL MEMBER, COLUMBUS, GEORGIA
STATE OF GEORGIA
MUSCOGEE COUNTY, GEORGIA
I, (Councilor), do hereby swear (or affirm)) that I will well, truly and
faithfully perform the duties of Council Member of Columbus, Georgia to the
best of my ability and that I will support and defend the Charter thereof as
well as the Constitution and laws of the State of Georgia and of the United
States of America.
I do further solemnly swear and affirm that I am not the holder of
any public money due this State unaccounted for; that I am not the holder
of any office of trust under the government of the United States nor of either
of the several states, or of any foreign state, and that I am otherwise
qualified to hold said office, according to the Constitution of the United
States and laws of Georgia, and that I will support the Constitution of the
United States and of this State.

I, Donna L. Tompkins do solemnly swear (or affirm) that I will faithfully
execute all writs, warrants, precepts, and processes directed to me as sheriff
of this county, or which are directed to all sheriffs of this State, or to any
other sheriff special, which I can lawfully execute, and true returns make,
and in all things well and truly, without malice or partiality perform the
duties of the office of Sheriff of Muscogee County, during my continuance
therein, and take only my lawful fees.
I do further solemnly swear (or affirm) that I am not the holder of any
unaccounted for public money due this State, or any political subdivision or
authority thereof; that I am not the holder of any office of trust under the
government of the United States, any other State, or any foreign State which I
am prohibited from holding by the laws of the State of Georgia; and that I am

the United States and of this State.

public funds for services rendered as such employee, do hereby solemnly swear

ORGANIZATIONAL MEETING OF COLUMBUS COUNCIL:
THE FOLLOWING RESOLUTIONS WERE SUBMITTED AND EXPLAINED BY CITY ATTORNEY
FAY AND WAS ADOPTED BY THE COUNCIL:
A Resolution (1-17) ? Appointing a Mayor Pro Tem for Columbus, Georgia for
a term of two (2) years.
Councilor Henderson nominated Evelyn Turner Pugh as Mayor Pro Tem.
Seconded by Councilor Huff.
Councilor Huff then moved the adoption of the resolution. Seconded by
Councilor Allen and carried unanimously by those eight members of Council
present, with Councilors Barnes and Thomas being absent from this meeting.

A Resolution (2-17) ? Appointing a Clerk of Council for Columbus, Georgia
for a term of two (2) years.
Councilor Allen then nominated Tiny B. Washington as Clerk of Council.
Councilor Allen moved the adoption of the resolution. Seconded by
Councilor Garrett and carried unanimously by those eight members of Council
present, with Councilors Barnes and Thomas being absent from this meeting.

A Resolution (3-17) ? Appointing a Deputy Clerk of Council for Columbus,
Georgia for a term of two (2) years.
Councilor Allen nominated Lindsey Glisson as Deputy Clerk of Council.
Councilor Davis moved the adoption of the resolution. Seconded by
Councilor Woodson and carried unanimously by those eight members of Council
present, with Councilors Barnes and Thomas being absent from this meeting.

THE FOLLOWING RESOLUTION WAS SUBMITTED BY CITY ATTORNEY FAY AND READ IN
ITS ENTIRETY BY COUNCILOR HUFF AND ADOPTED BY THE COUNCIL:

A Resolution (4-17) ? Honoring Mr. Darrell ?Tony? Floyd, Chief Deputy Tax
Commissioner, for his retirement after nineteen years of service to the City of
Columbus.
Councilor Huff moved the adoption of the resolution. Seconded by Councilor
Henderson and carried unanimously by those eight members of Council present at
the time, with Councilors Barnes and Thomas being absent from this meeting.

THE FOLLOWING RESOLUTION WAS ALSO SUBMITTED BY CITY ATTORNEY FAY AND READ
IN ITS ENTIRETY BY MAYOR PRO TEM TURNER PUGH AND ADOPTED BY THE COUNCIL:

A Resolution (5-17) ? Honoring Mrs. Rose Brown Sullivan, Tax Clerk in the
Tax Commissioner?s Office, for her retirement after seven and one-half years of
service to the City of Columbus.
Mayor Pro Tem Turner Pugh moved the adoption of the resolution. Seconded
by Councilor Henderson and carried unanimously by those eight members of
Council present at the time, with Councilors Barnes and Thomas being absent
from this meeting.

PROCLAMATIONS:
UNITY MONTH:
With members of the Mayor?s Commission on Unity, Diversity and Prosperity
standing at the Council table, Mayor Tomlinson read her proclamation,
proclaiming the month of January 2017, as ?Unity Month?, in Columbus, Georgia.

With there being no other business to come before the Council, Councilor
Garrett made a motion for adjournment. Seconded by Councilor Woodson and
carried unanimously by those eight members of Council present at the time, with
Councilors Barnes and Thomas being absent from this meeting, with the time
being 6:05 p.m.
