Board Meeting Minutes
December 2, 2015
10:00 a.m.
A meeting of the Land Bank Authority Board was held on December 2, 2015, in the
Conference Room at the Land Bank Authority?s office located at 18 Eleventh
Street, Columbus, Georgia.

Call to Order/Establish a Quorum
Board Chair Lance Hemmings called the meeting to order. A quorum was present.
Approval of Minutes
A motion to approve the minutes from the Board meeting on November 4, 2015, was
made by Justin Krieg. The motion was seconded by Carson Cummings. The motion
passed.
Operational Items
Financial Update
Approximately $38,365 remains in the account.
2016 Meeting Schedule
Meetings are scheduled in 2016 on February 3rd, April 6th, June 1st, August 3rd
,
October 5th, and December 7th.
Business Items
Property Updates
o 2235 Cornell Avenue
The property is listed for sale with Jackie Leonard, Solid Source Premier
Realty, for $9,000. Carson Cummings will confer with Jackie regarding any
interest in the property or other updates.
Justin Krieg continues to work with the Tax Office to change the lot to a tax
exempt status similar to the other LBA properties.
o 2406 Winchester
Justin Krieg continues to work with David Britt at the Tax Commissioner?s
Office regarding possible acquisition through In Rem Foreclosure. David does
not anticipate a Tax Sale will occur in the near future. If the LBA wishes to
pursue In Rem Foreclosure, all costs would be at the LBA?s expense. The LBA
would also need to obtain approval from the local school board to waive their
portion of the back taxes. Justin will talk with Rob Varner, Board Chair, to
determine their willingness to waive that amount. Approximately $13,000 in
delinquent property taxes are owed with 60% of that allocated to the school
district. Discussion will continue during the next meeting.
o LBA Property in East Highlands
The land swap with Habitat has been completed. The appropriate deeds were
signed in mid-November. A copy of the executed deed will be forwarded to the
LBA once it has been recorded. The donation of these lots (1349 24th St and
2401 14th Ave) to MCSD can proceed as previously discussed.
The lot at 1512 24th St has a shotgun-style house on it. Steve Anthony is
working with a contractor regarding demolition of the structure.
o Possible Transfer of Property from NWC to LBA
Discussion resumed regarding the request by NeighborWorks Columbus (NWC) for
the possible transfer of property in their inventory to the LBA until such time
as NWC may be able to develop it. Brad Dodds and Patrick Coleman completed a
revision of the proposed agreement to better accommodate the LBA?s needs at
this time and provided it to the Board for review. Rhonda Walters will deliver
a copy to NWC for their review. If the agreement is acceptable, the property
transfer should be able to be completed by the end of the year as NWC
requested.
Other Business
o Tax Commissioner?s Office
Justin Krieg continues to work toward the recapture of a portion of the
property taxes collected on property conveyed by the LBA (as stipulated in
Ordinance No. 12-40). Based on the information submitted, a check should be
issued within the next month.
o City?s Request - Year End Financial Statement
Pam Hodge, Deputy City Manager, requested a copy of the LBA?s year-end
financial statement as of June 30, 2015. Rhonda Walters will prepare the
appropriate document and submit it as requested along with any other required
information.
Next Meeting
The next Land Bank Authority Board Meeting will be on Wednesday, February 3rd,
2016.
