SUBJECT: ADA Transition Plan



INITIATED BY: Donna Newman, Director of Engineering





Recommendation: Authorize the City Manager to submit the ADA Transition Plan

to the Georgia Department of Transportation.



Background: Federal Financial Assistance with 15 or more employees and

public entities with 50 or more employees under Section 504 and ADA 49 CFR

Subsection 27.11 (c) (2) (iii) (iv)(v) and 28 CFR Subsection 35.150 (d)

respectfully, are required to develop ADA Transition Plan when structural

changes to existing facilities are necessary in order to make a program ,

service, or activity accessible to people with disabilities. The Mayor

received a request dated March 15, 2013 from the Georgia Department of

Transportation for a copy of the Cities updated plan.



Analysis: Staff has been unable to locate a copy of the original plan that was

prepared in the early 1990's. Due to this fact and number of changes that have

been made to facilities since that time it was decided to do a new assessment

of all City facilities. This included buildings, park facilities, public

restrooms,, etc. We found approximately 60% were in compliance. Each facility

will have to be further evaluated to determine the nature of the non-compliance

issues to determine the needs to bring it into compliance if feasible. Staff

will also work with maintenance staff and train them to the ADA requirements

and minor modifications may be made as part of normal maintenance. Other

elements that are more complex in nature will need to be considered as part of

the annual Capital Improvement Budget.



Financial Considerations: Proposed major expenditures will be considered as

part of the annual Capital Improvement Budget.



Projected Annual Fiscal Impact Statement: Minor modifications and repairs may

be made as part of normal maintenance by Public Works and Parks and Recreation.



Legal Considerations: Compliance with ADA Standards are both Federal and State

mandates.



Recommendations/ Actions: Authorize the City Manager to submit the ADA

Transition Plan to the Georgia Department of Transportation.

A RESOLUTION AUTHORIZING CITY MANAGER TO SUBMIT THE ADA TRANSITION PLAN TO THE

GEORGIA DEPARTMENT OF TRANSPORTATION.

WHEREAS, public entities with 50 or more employees are required under Federal

and State mandates to develop ADA Transition Plans when structural changes are

required to existing facilities in order to make a program, service or activity

accessible to people with disabilities; and,

WHEREAS, the Georgia Department of Transportation has requested the City submit

a copy of the current ADA Transition Plan; and,

WHEREAS, after review of all City facilities, the City staff has prepared a

ADA Transition Plan for submittal.

NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY RESOLVES AS FOLLOWS:

That the City Manager is hereby authorized to submit current ADA

Transition Plan to the Georgia Department of Transportation,
