SUBJECT: Agenda Report ? Ordinance enacting two-hour and four-hour ranked

parking zones and a 15-minute loading zone on 11th Street between 6th Avenue

and 7th Avenue.

Recommendation: Approve an ordinance enacting the following:



1. Ranked parking with a four-hour time limit along the North curb of 11th

Street beginning 73 feet from the East curb of 6th Avenue and running easterly

for 240 feet.



2. Ranked parking with a two-hour time limit along the South curb of 11th

Street beginning 42 feet from the East curb of 6th Avenue and running easterly

for 96 feet, beginning 162 feet from the East curb of 6th Avenue and running

easterly for 42 feet, and beginning 241 feet from the East curb of 6th Avenue

and running easterly for 35 feet.



3. A Loading Zone with a 15-minute time limit along the South curb of 11th

Street beginning 138 feet from the East curb of 6th Avenue and running easterly

for 24 feet.



Background: New ranked parking spaces were created on 11th Street between 6th

Avenue and 7th Avenue as part of the 6th Avenue Flood Abatement Project. Ten

spaces were created along the north curb and nine spaces were created along the

south curb. The Engineering Department recently received a request from the

Royal Caf?, located at 600 11th Street, to create a loading zone in front of

their main entrance to accommodate vehicles dropping off and picking up caf?

customers and to avoid blocking the in-place concrete steps between the street

and sidewalk. The loading zone will replace one ranked space that was

previously striped by the 6th Avenue Flood Abatement contractor.



Analysis: The Traffic Engineering Division inspected the site and determined

the conversion will produce no adverse effects. The new spaces will provide

on-street parking for Royal Caf? customers and Golden Foundry employees.



Financial Considerations: The cost of installing Traffic Control signs on both

sides of the street and installing new pavement striping for the loading zone

will be derived from the Traffic Engineering operating budget.



Legal Considerations: All ordinances require the approval of Council.



Recommendations/Actions: Approve an ordinance enacting two-hour and four-hour

ranked parking zones and a 15-minute ?Loading Zone? on 11th Street between 6th

Avenue and 7th Avenue.
