SUBJECT: Northstar Subdivision - Variance to Reverse Frontage Lots

Recommendation: Approval is requested of a variance to UDO Section 7.9.2 (B)
Driveway Access to City streets to allow direct access to Northstar Drive.
Background: The City is reviewing a preliminary plat for Northside Drive
Subdivision that has seven (7) lots with direct access to Northstar Drive. UDO
Section 7.9.2 (B) requires all subdivision lots along arterial or collector
roadways shall be reverse frontage. Northside Drive Subdivision provides
reverse frontage to all lots except for Lots numbered 1, 2, 3, 4, 5, 6, 59 and
60. The subdivision layout and topo lends to allowing these eight (8) lots to
front Northstar Drive.
Analysis: Out of the eight (8) lots proposed to front Northside Drive, one lot
(Lot 59) shall provide access from the interior road (Milky Way) and not
Northstar Drive. Since Northstar Drive currently has subdivisions with direct
frontage lots, granting a variance will be comparable to other subdivisions.
Financial Considerations: Approving this variance does not incur any expenses
to the City.
Legal Considerations: A variance to this UDO Section requires Council approval.
Recommendations/ Actions: Approve the requested variance to Northstar Drive
Subdivision.

A RESOLUTION AUTHORIZING A DESIGN VARIANCE FOR THE PRELIMINARY PLAT FOR
NORTHSTAR DRIVE SUBDIVISION TO UDO SECTION 7.9.2 (B) TO ALLOW NORTHSTAR DRIVE
SUBDIVISION DIRECT ACCESS TO NORTHSTAR DRIVE FOR SEVEN (7) LOTS .
WHEREAS, Edgar Hughston submitted a plan platting a new subdivision known as
Northstar Drive Subdivision. The subdivision is located along Northstar Drive
between St. Mary's Road and Kennedy Street. The subdivision contains sixty
(60) platted lots; and,
WHEREAS, Section 7.9.2.(B) states that residential lots in any major or minor
subdivision shall have no direct driveway access to a collector or arterial
street unless approved by the Council, or to a State or U.S. numbered highway
unless approved by the Georgia DOT; and,
WHEREAS, Northstar Drive is a collector roadway; and, eight (8) lots in
Northstar Drive Subdivision have frontage along Northstar Drive, and seven (7)
of those lots require driveway access to Northstar Drive. The seven (7) lots
in need of access to Northstar Drive are numbers 1, 2, 3, 4, 5, 6, and 60; and,
WHEREAS, other subdivisions along Northstar Drive already have direct frontage
access; therefore the Engineering Department recommends allowing direct
frontage access.
NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY RESOLVES AS FOLLOWS:
THAT THE CITY MANAGER IS HEREBY AUTHORIZED TO ISSUE A DESIGN VARIANCE
FOR THE PRELIMINARY PLAT FOR NORTHSTAR DRIVE SUBDIVISION TO UDO SECTION 7.9.2
(B) TO ALLOW NORTHSTAR DRIVE SUBDIVISION DIRECT ACCESS TO NORTHSTAR DRIVE FOR
SEVEN (7) LOTS.
