The Chairperson called the meeting of the Board of Elections and Voter

Registration to order.



A motion was made and seconded to accept the minutes of the January Board

Meeting. Vote was unanimous.





S Y N O P S I S



COMMENTS: The Director told the Board members training for the express polls

with Diebold has been scheduled for March 2, 2006. This will be a conflict

with the next Board meeting. The Board agreed to re-schedule the March Board

Meeting to March 9, 2006.





NEW BUSINESS: A copy of a letter that was received from the City Manager was

given to each Board member. The letter stated that we had to reduce the

staffing of our department by one position. The Director stated that based on

the new voter ID, having to make the identification cards and all of the other

things that we are attempting to do we cannot afford to lose personnel. What

the second part of the budget reduction brings up is, continuing with the plans

to have a second voting site at the library for advance voting. If we are

forced into losing that one position we do not have the ability to staff two

voting sites. It will be necessary to send one permanent person to the library

who understands and can answer any questions the voters may have that a

temporary person would be unable to answer. We have the equipment off site

that would require another permanent person and this would leave us with three

people in the office. The Board recommended that Nancy write a letter letting

the City Manager know what the consequences would be if we have to eliminate a

position. The Director asked the Board?s agreement to purchase six more

express polls for back up purposes. With having the new equipment at the polls

we will only have to have eight workers at each precinct, where in the past,

precincts had twelve to fourteen workers during each election. It will reduce

the personnel from 700 to 384 and would save money.





The Chairperson asked if any Board member had any comments. Mr. Roberts asked

if Mrs. Works had appealed the decision concerning her voter registration

status. The Director stated that if she appeals, she would file her appeal

with the Clerk of Superior Court.



Being no further business to discuss, the meeting was adjourned.
