II: BUILDING CONDTION AND CURRENT STATUS



At the time original inspection was made, structures were vandalized

and had structural and plumbing problems. Owner has done nothing either to

repair or demolish.



Inspections and Code has received complaints and made inspections at

this apartment complex for many years. We dealt with code issues

in Building 6 in August, 1998, Building 7 in November, 1998 and January, 1999,

and Building 13 in March, 2001. In each case, the owner made minimal effort

to repair to standard. The apartments have continued to decline due to lack

of upkeep, and deteriorated to point as to require condemnation.



III: CHRONOLOGY



4-7-05 Property Maintenance Inspector inspected the property, and found the

structures to vandalized and lacking maintenance, made photographs of the

property, and wrote up "Inspector's Condemnation Report"



5-11-05 Notice of hearing to be held mailed to owner of record.



5-25-05 Hearing held. Forty-five day "Notice to Repair or Demolish" hand

delivered to owner.



7-19-05 Owner purchased building permits to repair.



12-05 Owner gutted some units, did minor plumbing, work ceased. (Owner did

not call for inspections, and has no plumbing permit.)



4-21-06 Owner and son came into office assuring that work would commence

again and be completed. Claimed to have electrical contractor.



6-28-06 Affordable Homes Services bought permits to put vinyl siding on four

(4) buildings. No other progress has been made.

9-22-06 Tri-City Electrical bought permit for change of service for one only

meter in Building #1. (No inspections have been requested.)



9-25-06 Requested asbestos survey and pricing to complete demolition from

Reaves Wrecking.



10-3-06 Letter mailed to owner that we were requesting asbestos survey and

pricing to complete demolition, after which we would send to Council for

approval of demolition.



10-5-06 Tri-City Electric bought permits to rewire two (2) units in Building #1.



10-12-06 Owner attempted to purchase four (4) each building permits to

repair. This was denied. Owner must have contractor. Owner has shown

very little cooperative effort.



10-13-06 Craig Reaves, Reaves Wrecking Company, Inc., priced the cost of

asbestos removal and completing the demolition at $95,484.00.



10-30-06 Re-inspections and new photographs revealed that no additional

progress has been made.



11-3-06 Letter advising cost of demolition and Council dates will be mailed

to owner.



11-14-06 Ordinance providing for demolition goes to Council for first reading.
