MINUTES # 45-10
The Columbus, Georgia, Board of Tax Assessors met Monday, December 20,2010 at
9:00AM with Chairman William Braxton, Assessor Lawton Grantham, Assessor Ann
Grantham, Assessor Pat Hunter and Assessor Derrick Shields present. Also
present was Chief Appraiser Betty J. Middleton.
Assessor Ann Grantham made the motion to approve Min#44-10; Assessor Derrick
Shields seconded the motion. Motion carried unanimously.
The Board signed assessment corrections for real estate.
Ms. Miles had an appointment with the Board of Tax Assessors; however, did not
appear. (Pers Prop Acct. # 06994201). The Board took no action.
Mr. Herrin had an appointment with the Board of Tax Assessors, however, he
called to explain that he was held up in Macon and could not make his
appointment. He was advised to submit all requested documentation to staff for
the Board?s review. (Pers Prop Acct # 06730901).
Mr. Copeland had an appointment with the Board of Tax Assessors; however, did
not appear. (Pers Prop Acct # 06222501). The Board took no action.
Mr. Fuller had an appointment with the Board of Tax Assessors; however, did not
appear. (Pers Prop Acct # 06819601; 06985501). The Board took no action.
Mr. White had an appointment with the Board of Tax Assessors; however, did not
appear. (Pers Prop Acct # 06734001). The Board took no action.
Met with Residential Division Manager Bob O?Brien to discuss the four parcels
which the Board had approved to appeal to Superior Court concerning the Board
of Equalization?s decisions. Res Div Mgr Bob O?Brien requested that they
withdraw the request. Assessor Derrick Shields made the motion to withdraw the
appeals of the BOE cases to Superior Court; Assessor Pat Hunter seconded the
motion; motion carried.
The Board and Res Div Mgr Bob O?Brien discussed the method of placing
percentages on unfinished construction.
Met with Commercial Division Manager Linda King, reviewed and approved the

Met with Personal Property Division Mgr Oliver Juhan, reviewed and approved the
following:

Pers Prop Div Mgr Oliver Juhan apprised the Board that the Judge has signed the
Consent Judgment Order for acct # 013056801 and that the assessment corrections
will be taken to the Tax Commissioner?s Office.
Pers Prop Div Mgr Oliver Juhan discussed with the Board the documentation he
has received from GFMCO. The Board felt it is not sufficient to support what
the company is requesting.
The Board reviewed documentation supplied by Mr. Grant regarding pers prop
account # 06807301. The Board requested staff to contact Mr. Grant for
documentation concerning his inventory in his business.
The Board reviewed documentation supplied by Mrs. Patterson for pers prop
account # 06587391; however, took no action. Also, reviewed information
submitted for pers prop account # 07232201. After discussion Assessor Derrick
Shields made the motion to leave the fair market value for 2009 as notified and
reduce the fair market value to $7,400 for 2010; Assessor Pat Hunter seconded
the motion; motion carried.
The Board approved the policy concerning the assessment correction forms
effective immediately.
Chief Appraiser Betty Middleton and the members of the Board wished Chairman
William Braxton well as he finished his term as a member of the Board of Tax
Assessors.
