Recommendation: Approval is requested to submit an application and if

approved, accept funds from the Georgia Department of Economic Development

Workforce Division (WFD) for the Georgia Local Workforce Development Area

(GLWDA) Strategic Programming Grant: ?Operation: Workforce Transitioning

Military Assistance?, in the amount of $300,000.00, or otherwise awarded, for

the expansion of career services and innovative workforce development programs

for transitioning service members, veterans (recently transitioned), their

spouses and children, to include capacity building, and wages and benefits for

the addition of one full time on-site (Fort Benning) Program Coordinator to

coordinate services, monitor program activities/compliance between and among

program partners for a period of two years, with no local match requirement,

and to amend the WIOA Department/Job Training Division Fund (0220) by the

amount of the grant awarded.



Background: The Workforce Innovation & Opportunity Act (WIOA) of 2014 is an

Act of Congress signed into law by President Obama on July 22, 2014 replacing

the outdated Workforce Investment Act (WIA) of 1998. With the transition to

WIOA, the State of Georgia is well positioned to further expand the State?s

innovative programmatic offering and workforce system capacity. Because the

development of new programs can be difficult to accomplish when solely

leveraging existing formula funding, WFD is making available Governor?s Reserve

funds to allow for program development in strategic categories. ?Operation:

Workforce Transitioning Military Assistance? provides an opportunity for local

areas to greatly expand their service to Dislocated Workers ? transitioning

service members, veterans (recently transitioned), their spouses and children,

and civilians affected by the recently-announced military cuts. Awarded

funding will be expended over a two year period.



Analysis: The funding from the grant will allow the WIOA Department / Job

Training Division to focus on coordinating a collaborative effort aimed in

minimizing the impacts of any potential scenario that could lead to a reduction

of personnel at Fort Benning and simultaneously identify, develop, and provide

the much needed human capital needed for local business and industry growth for

the City of Columbus. The Department of the Army has announced that the Third

Brigade (Fort Benning) will be reduced in size by 3,402 soldiers by the end of

Fiscal Year 2018. This represents approximately 7.5 percent of the base?s

total population and more than 22 percent of its full-time military personnel.

The changes will also impact an as-yet unknown number of civilian employees in

addition to the families of the soldiers.



Financial Considerations: The grant amount requested is $300,000.00, or

otherwise awarded, for the WIOA Department Job Training Division as acting

administrator. There is no financial obligation for the City.



Legal Considerations: A resolution from the City Council authorizing

application for the grant, accept the award on behalf of the City and authorize

the City Manager to execute contract(s)/documentation to implement the

proposed programming.



Recommendation: Authorize a resolution to approve the City to submit an

application for, and if awarded, accept a grant from the Georgia Department of

Economic Development Workforce Division for the GLWDA Strategic Programming

Grant: ?Operation: Workforce Transitioning Military Assistance? for the

transitioning service members, veterans (recently transitioned), their spouses

NO.

A RESOLUTION AUTHORIZING THE COUMBUS CONSOLIDATED GOVERNMENT OF COLUMBUS,

GEORGIA, TO SUBMIT APPLICATION FOR, AND, IF APPROVED, ACCEPT A GRANT IN THE

AMOUNT OF $300,000.00, OR OTHERWISE AWARDED, FROM THE GEORGIA DEPARTMENT OF

ECONOMIC DEVELOPMENT WORKFORCE DIVISION AND AUTHORIZE THE CITY MANAGER TO

APPROVE ANY CONTRACT(S)/DOCUMENTENTATION ON BEHALF OF THE CITY; AUTHORIZE

CAPACITY BUILDING PURCHASES FOR EDUCATIONAL/INDUSTRIAL TRAINING; AND AUTHORIZE

THE ADDITION OF ONE FULL TIME ON-SITE (FORT BENNING) PROGRAM COORDINATOR

SHOULD THE APPLICATION RECEIVE APPROVAL, WITH NO LOCAL MATCH REQUIREMENT AND

TO AMEND THE WIOA DEPARTMENT/JOB TRAINING DIVISION FUND (0220) BY THE

APPLICABLE AMOUNT.

WHEREAS, the Georgia Local Workforce Development Area (GLWDA) Strategic

Programming Grant: ?Operation: Workforce Transitioning Military Assistance? is

funded by the Governor?s Reserve funds from the US Department of Labor made

available through the Georgia Department of Economic Development Workforce

Division (WFD) with the purpose of funding career services and innovative

workforce development programs, capacity building, and wages and benefits for

the addition of one full time on-site Program Coordinator for the coordination

of services, and monitoring program activities / compliance between and among

program partners for a two year period ending June 30, 2018; and,

WHEREAS, the Workforce Innovation & Opportunity Act (WIOA) Department and

Workforce Development Board (WDB) Chair requests permission to apply for the

Georgia Department of Economic Development WFD ? GLWDA Strategic Programming

Grant: ?Operation: Workforce Transitioning Military Assistance; and,

WHEREAS, the purpose of this funding is to serve one hundred twenty-five (125)

transitioning service members, veterans (recently transitioned), their spouses

and children, affected by the recently-announced military cuts; and,

WHEREAS, the WIOA Department and WDB are committed to coordinating a

collaborative effort aimed in minimizing the impacts of any potential scenario

that could lead to a reduction of personnel at Fort Benning and simultaneously

identify, develop, and provide the much needed human capital needed for local

business and industry growth for Workforce Development Area Fourteen at no cost

to the Columbus Consolidated Government.

NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY RESOLVES AS FOLLOWS:

That the WIOA Department and WDB Chair are hereby authorized to submit

an application and if approved, accept a grant from the Georgia Department of

Economic Development WFD for $300,000.00, or otherwise awarded and authorize

the City Manager to approve any Contract(s)/Documentation on behalf of the

City; authorize Capacity Building purchases for educational/industrial

training; and authorize the addition of one full time on-site (Fort Benning)

Program Coordinator should the application receive approval, with no local

match requirement and to amend the WIOA Department/Job Training Division fund

(0220) by the amount of the grant awarded.
