Called Board Meeting Minutes
February 19, 2013
A Called Meeting of the Community Development Advisory Council was held at the
Government Center Annex, 420 10th Street, February 19, 2013.
Members Present: Gloria Enfinger, Andrea Franklin, Gladys Ford, Sally Haskins,
Jack Hayes, Kim Jenkins, Charles McDaniel, Marvin Moore, Carla Thomas, Olive
Vidal-Kendall
Members Absent: Clementine Cochran, Claudya Muller
CALL TO ORDER:
The meeting was called to order by Jack Hayes, Chair. A quorum was present.
The Minutes from the January 29, 2013 Called Meeting were approved as
presented.
The purpose of the Called Meeting was to hear presentations from the applicants
for the FY 2014 HUD Entitlement funding. The applicants were scheduled by
Program, CDBG/HOME, to provide the Board with a brief overview of their
respective programs and the proposed use of the funding being requested for
Fiscal Year 2014. Presentations were made from the following organizations:
CDBG ? Chattahoochee Valley Jail Ministries, Columbus Community Center,
Covenant Vision Group/Tree of Life Health Care Center, Direct Service
Corp/LCRDC, Enrichment Services, Inc., Faith Home, Inc., Soul Winners Across
Town, Training Innovations, Inc. Two additional application for CDBG funding,
Home for Good and the Homeless Resource Network were not required to make
presentations. Due to prior commitments the City has made to these two
organizations, their requests will be funded. HOME ? There were no
presentations requested by the Board for the two applications for HOME funding,
Neighborworks Columbus, Inc. and Wynnton Neighborhood Housing, Inc.
After the presentations, the Board reviewed and discussed the various requests
for funding. After lengthy discussion and a series of motions, a budget was
approved for CDBG. The Board approved the following CDBG funding requests:
Columbus Community Center $30,000
Training Innovations $15,000
Faith Home, Inc. $14,705
Direct Service Corp. $ 5,000
Chattahoochee Valley Jail Ministries $45,000
The Board approved the following HOME funding requests:
Neighborworks Columbus, Inc. $412,629
Wynnton Neighborhood Housing, Inc. $160,000
The allocations approved were based on the total proposed allocations
(CDBG/HOME) to be awarded to the City from HUD and are subject to approval by
City Council. If the actual funding awarded by HUD is different then currently
proposed, the Board will reallocate based on the actual award.
