O R D I N A N C E S:



(1) 2nd Reading - An ordinance requiring elected officials and all departments

of the consolidated government to seek Council approval for expenditures

exceeding budgeted appropriations; and for other purposes. (Councilor

Henderson) (Delayed from July 9, 2013)



(2) 2nd Reading - Property located at 1347 and 1353 23rd Street, is proposed

for rezoning from RMF1 (Residential Multifamily 1) to NC (Neighborhood

Commercial) zoning district. (REZN-5-13-2118) (District 8-Councilor McDaniel)

The purpose of the rezoning is for general/take out-restaurant. The Planning

Advisory Commission and the Planning Department recommend conditional

approval. (Councilor McDaniel)



(3) 2nd Reading - Property located at Midtown Columbus (between Lakebottom Park

and Wynnton Road), is proposed for rezoning from RMF2 (Residential Multifamily

2)/ RO (Residential-Office)/ and NC (Neighborhood Commercial) zoning districts

TO SFR2 (Single Family Residential 2)/ SFR3 (Single Family Residential 3)/ and

SFR4 (Single Family Residential 4) zoning districts. (REZN-6-13-2288) (District

8-Councilor McDaniel and District 3-Councilor Huff) The current and proposed

use is single family residential. The Planning Advisory Commission recommends

approval and the Planning Department recommends conditional approval.

(4) 1st Reading - Property located at 850, 904, 926, 934, 942, 1126 and 1150

Morris Road, is proposed for rezoning from SFR4 (Single Family Residential 4)

to LMI (Light Manufacturing Industrial) zoning district. (REZN-5-13-2116)

(District 1-Councilor Barnes) The purpose of the rezoning is for these proposed

uses: Stuart Woodworks ? mostly vacant (850), existing warehouse and storage

(904), vacant (926), discount auto ? auto parts and metal recycling center

(934), undeveloped (942), valley components ? building materials fabrication

(1126), and undeveloped. The Planning Advisory Commission and the Planning

(5) 1st Reading - Property located at 3434 and 3442 University Avenue, 3626

Maryland Circle, 3465 Primrose Road is proposed for rezoning from RO

(Residential Office)/ NC (Neighborhood Commercial)/ SFR2 (Single Family

Residential 2) TO GC (General Commercial) zoning district. (REZN-6-13-2364)

(District 5 ?Councilor Baker) The purpose of the rezoning is for outdoor

amusement ? CSU golf range. The Planning Advisory Commission and the Planning

Department recommend conditional approval.

(7) 1st Reading ? An Ordinance regulating vehicular traffic in

Columbus, Georgia by establishing a No Parking Anytime Zone along the west

curb of Phillips Street beginning at the south curb of Levy Road and running

southerly a distance of 795 feet south; authorizing the installation of

official traffic control signs indicating the No Parking Anytime

restriction; repealing any conflicting ordinances and for other purposes.

R E S O L U T I O N S:





(8) Public Hearing?Application for a Special Exception Use for an auto/truck

dealership with less than two (2) acres located at 170 Brennan Road. The

current zoning for the property is Light Manufacturing Industrial (LMI) zoning

district. The Planning Advisory Commission and the Planning Department

recommend approval. EXCP-6-13-2363



(9) Public Hearing?Application for a Special Exception Use for a private

school located at 7201 Moon Road. The current zoning for the property is

Residential Office (RO) zoning district. The Planning Advisory Commission

recommends approval and the Planning Department recommends conditional

approval. EXCP-6-13-2429



(10) Authorizing the Mayor to execute the attached Amended Agreement Between

Columbus, Georgia and CBS Outdoor, Inc. (Councilor McDaniel)



(11) Authorizing payment of attorney fees which may be incurred for legal

services rendered regarding various City issues during Fiscal Year 2014.

(12) Requesting that the local legislative delegation introduce general

legislation at the 2014 Session of the Georgia General Assembly to allow a

merged election calendar for federal and state elections which will reduce the

burden of payment by Muscogee County taxpayers for such elections. (Mayor
