I. PROPERTY DISPOSITION - 811, 813, 815, 817, 819, 821, 825, 827, 831, 835 7TH

AVENUE AND 618 9TH STREET:



Approval is requested to declare vacant properties at 811, 813,

815,817, 819, 821, 825, 827, 831, 835 7th Avenue and 618 9th Street, as surplus

and authorize the sale of 1.78 acres +/- in Columbus, Muscogee County, Georgia

and execute all contracts agreements and understandings related to the

conveyance of City property. The appraised value of the property is $58,200 and

will be sold at Fair Market Value. An application to purchase the properties

was submitted by Gamma Tau Omega/Alpha Kappa Alpha/Sisters, Inc. for the

construction of an event center within the Liberty District. The proposed

development is in accordance with the 5th and 6th Avenue Redevelopment Plan.





II. MEMORANDUM OF UNDERSTANDING - HOUSING AUTHORITY OF COLUMBUS FOR AN

ASSESSMENT TO AFFIRMATIVELY FURTHER FAIR HOUSING:



Approval is requested to execute a Memorandum of Understanding (MOU) with the

Housing Authority of Columbus, Georgia (HACG) to initiate an assessment for

Affirmatively Furthering Fair Housing (AFFH). The MOU?s intent is to describe

the responsibilities and expectations between Columbus Consolidated Government

(CCG) and the Housing Authority of Columbus, Georgia in the preparation and

submission of a joint Assessment to Fair Housing document.





III. RIVERWALK CONSTRUCTION - BIBB MILL AND CITY MILL:



Approval is requested to proceed with executing and funding the

pre-construction requirements for the construction of the Riverwalk and City

Mill and Bibb Mill, to include but not limited to right of way acquisition,

permanent and temporary easements, utility relocations, geo-technical and

environmental work and other necessary agreements to prepare for construction.

Funding for the project will be from GDOT Transportation Investment Act (TIA)

of 2010.





IV. STREET ACCEPTANCE - THAT PORTION OF HOLLOW PINE DRIVE LOCATED IN SECTION

TWELVE, GARRETT PINES:



Approval is requested to accept of that portion of Hollow Pine Drive

located in Section Twelve, Garrett Pines. That portion of Hollow Pine Drive

located in Section Twelve, Garrett Pines has (23) twenty-three residential

lots. The street has been improved and meets the required specifications for

acceptance by the City.





V. ENTERPRISE ZONE APPLICANT - CHATTAHOOCHEE PALLETS, INC.:



Approval is requested to approve the enterprise zone application for

property tax abatements through the enterprise zone program for Chattahoochee

Pallets Inc. for up to 10 years.

VI. ADULT FELONY DRUG COURT:



Approval is requested to accept a grant of $375,065.98, or as otherwise

awarded, from the Criminal Justice Coordinating Council for the operation of

the Muscogee County Adult Felony Drug Court, from July 1, 2017 to June 30, 2018

and to amend the Multi-governmental Fund by $440,000.00 (award plus match) or

as otherwise awarded. The City is required to provide a 10% cash matching

funds ($41,674.00) to participate in this grant program. This cash match is

satisfied in the salary and benefits of a current case manager who is paid for

by the City ($51,784.00).







VII. FAMILY DRUG COURT ACCOUNTABILITY COURT IMPLEMENTATION GRANT:



Approval is requested to submit an implementation grant application and

if awarded, accept funds from the Criminal Justice Coordinating Council for the

operation of the Muscogee County Family Drug Court up to $300,000.00, or as

otherwise awarded, and amend the Multi-Governmental Fund by the amount of the

grant award. The grant period is from July 1, 2017 to June 30, 2018. The City

is required to provide a 10% cash match to participate in this grant program.

Cash match is available through public defender and guardian ad litem

allocations in the Juvenile Court departmental budget.





VIII. JUVENILE DRUG COURT ACCOUNTABILITY COURT GRANT:



Approval is requested to submit a grant application and if awarded,

accept funds from the Criminal Justice Coordinating Council for the operation

of the Muscogee County Juvenile Drug Court up to $100,000.00, or as otherwise

awarded and amend the Multi-Governmental Fund by the amount of the grant award.

The grant period is from July 1, 2017 to June 30, 2018. The City is required

to provide a 10% cash match to participate in this grant program. Cash match is

available through a county paid case manager salary.





IX. 2017 HOMELAND SECURITY GRANT PROGRAM:



Approval is requested to submit a grant application and if awarded,

accept a grant of $99,534.00, or as otherwise awarded, from the 2017 Homeland

Security Grant Program and amend the Multi-Governmental Fund by like amount,

with no match required.

X. ABANDONMENT OF A 10' DRAINAGE AND UTILITY EASEMENT LOCATED ON THE

NORTH EASTERN PROPERTY LINE OF LOT 27 BLOCK D-GREEN ISLAND HILLS SUBDIVISION:



Approval is requested to execute a Quit Claim Deed to John D. Johnston,

Jr. and Carol W. Johnston for abandonment of a 10' drainage and utility

easement located on the north eastern property line of Lot 27 Block D Green

Island Hills Subdivision in order to construct a 10' x 22' addition to the

existing house. All known utilities have been contacted and agree to the

abandonment of the 10' existing drainage and utility easement.

1. Management Services for Juvenile Justice Incentive Grant (Annual Contract) ?

RFP No. 17-0017

Scope of RFP

Columbus Consolidated Government is requesting proposals for professional

management services for the Juvenile Justice Incentive Grant received by the

Muscogee County Juvenile Court. The services shall commence on July 1, 2017.



The contract term will be for one (1) year with the option to renew for four

(4) additional twelve-month periods.

1. Wynnton Road Streetscapes Phase I ? RFB No. 17-0016

Scope of Bid

Construct the proposed road and landscape improvements along Wynnton Road (SR

22 Spur) between Brown Avenue and 13th Street in Columbus, GA. The work

primarily involves installation of sidewalk, street pavement, concrete curb,

and decorative planters and structures with landscaping as depicted on the

drawings provided as part of the Contract Documents.



Bidders are required to be pre-qualified or registered subcontractors with

Georgia Department of Transportation (GDOT); Bidders submitting bids in excess

of $2,000,000.00 must be prequalified with GDOT; Subcontractors shall be

pre-qualified or registered with GDOT.



2. Fire/Intrusion Prevention Equipment, Supplies and Services (Annual Contract)

? RFB No. 17-0008

Scope of Bid

Provide Fire/Intrusion Prevention Equipment, Supplies and Services, to include:

Fire Extinguishers and related maintenance and repair parts, Fire

Alarm/Intrusion Systems and Monitoring Services at various locations, and other

related items/services. The contract period will be for two (2) years with the

option to renew for three (3) additional twelve-month periods, if agreeable to

both parties.

1. Architectural and Engineering Services for Mott?s Green Plaza Enhancement-PI

Scope of RFP

Columbus Consolidated Government is seeking proposals for a professional

architectural firm to provide plans and drawings for the enhancement of the

Mott?s Green Plaza (Frank Martin Pedestrian Bridge/Plaza area). Proposing

firms shall be approved vendors of Georgia Department of Transportation.
