SUBJECT: Baker Village Phase II Low Income Housing Tax Credits
INITIATED BY: Community Reinvestment Department
Recommendation: Approval is requested of a resolution endorsing the
application of the Housing Authority of Columbus/Columbia Residential
Partnership to the Georgia Department of Community Affairs for Low-Income
Housing Tax Credits to construct Baker Village Apartments Phase II- a
multi-family community to be located at 1331 Benning Road; and for other
purposes.
Background: The Housing Authority of Columbus, in its effort to
revitalize Baker Village, is submitting to the Georgia Department of Community
Affairs an application for Low-Income Housing Tax Credits for Phase II of the
Baker Village Apartments. The credits are needed to provide housing of this
type in the proposed new development. The City Council adopted Resolution
No. 159-07 authorizing the Baker Village Revitalization Plan and endorsing the
application for Low-Income Housing Credits for Phase I of the revitalization
project.
Analysis: The Housing Authority was successful in obtaining the low-income
housing tax credits for Phase I of the Baker Village project. Construction of
Phase I, 148 units should begin in July or August 2008. This application for
Low-Income Housing Tax Credits for Baker Village - Phase II will be for the
second phase of construction as identified in the Baker Village Revitalization
Plan adopted by Council.
Financial Considerations: Continuing to endorse the low-income housing tax
credit application will offer additional state aid to this project.
Legal Considerations: The Georgia Department of Community Affairs requires that
the local Governing Authority adopts a resolution for submission.
Recommendations/ Actions: Adopt the Resolution endorsing the application by the
Housing Authority of Columbus/Columbia Residential Partnership to the Georgia
Department of Community Affairs for Low-Income Housing Tax Credits to construct
Baker Village Phase II- a multi-family community to be located at 1331 Benning
Road Columbus, Georgia; and for other purposes

A RESOLUTION ENDORSING THE APPLICATION BY THE HOUSING AUTHORITY OF COLUMBUS,
GEORGIA/COLUMBIA RESIDENTIAL PARTNERSHIP TO THE GEORGIA DEPARTMENT OF COMMUNITY
AFFAIRS FOR LOW-INCOME HOUSING TAX CREDITS TO CONSTRUCT BAKER VILLAGE
APARTMENTS PHASE II ? A MULTI-FAMILY COMMUNITY TO BE LOCATED AT 1331 BENNING
ROAD, COLUMBUS, GEORGIA; AND FOR OTHER PURPOSES.
WHEREAS, the City Council adopted on April 10, 2007 by Resolution No.
159-07 the Revitalization Plan for Newton D. Baker Village, 1331 Benning Road,
Columbus, Georgia; and,
WHEREAS, the City Council endorsed by same resolution the application
by the Housing Authority of Columbus, Georgia (HACG)/Columbia Residential
Partnership to the Georgia Department of Community Affairs for low income
housing tax credits to construction Baker Village Apartments Phase I ? a
multi-family community; and,
WHEREAS, HACG/Columbia Residential Partnership were successful in
obtaining low income housing tax credits for Baker Village Phase I; and,
WHEREAS, in furtherance of the Baker Village Revitalization Plan, HACG
with their developer partner, Columbia Residential, is applying to the Georgia
Department of Community Affairs (DCA) for low-income housing tax credits to
construct Baker Village Apartments, Phase II, 1331 Benning Drive, Columbus,
Georgia; and,
WHEREAS, a summary of said application is attached hereto as Exhibit A; and,
WHEREAS, the site of the proposed community is located within Census Tract
32.00; and,
WHEREAS, DCA has established regulations whereby low-income housing tax
credit applications, to be competitive, must be formally endorsed by the
governing authority of the pertinent municipality or county; and,
NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY RESOLVES AS
FOLLOWS:
That the City Council endorses the application by the Housing Authority of
Columbus, Georgia and their development partner, Columbia Residential, to the
Georgia Department of Community Affairs for low-income tax credits to construct
the proposed Baker Village Apartments ? Phase II. The Baker Village
Revitalization Plan with its funding sources, target area, housing policy
goals, and implementation measures will serve as the Redevelopment Plan for
this project.
