SUBJECT: Allocation of CDBG funding to Training Innovations for a
Section 3 Employment Training Program
INITIATED BY: Community Reinvestment
Recommendation: Approval is requested to enter into a CDBG Written Agreement,
between the Columbus Consolidated Government and Training Innovations to award
Community Development Block Grant (CDBG) funds in the amount of $25,000 to
administer a Section 3 Employment Training Program.
Background: Section 3 is a mandated program from the U.S. Department of
Housing and Urban Development. It requires that recipients of certain HUD
financial assistance, to the greatest extent possible, provide job training,
employment, and contract opportunities for low or very-low income residents in
connection with projects and activities in their neighborhoods. The City of
Columbus and Training Innovations has formed a strategic partnership to provide
employment training and job opportunities for the low-income citizens of
Columbus.
Analysis: The Section 3 Employment Training Program will target citizens who
are low-income (80% or below AMI). The program will provide training and
employment opportunities by working with low-income residents and connecting
them with local contractors, etc. to assist them with finding jobs.
Financial Considerations: The City will provide $25,000 in CDBG funds to carry
out the program.
Legal Considerations: The City Attorney will review and approve the proposed
CDBG Written Agreement prior to obtaining signatures on the document.
Recommendations: Approve a resolution authorizing the City Manager to enter
into a CDBG Written Agreement, between the Columbus Consolidated Government and
Training Innovations to award $25,000 for the Section 3 Employment Training
Program.

A RESOLUTION AUTHORIZING THE CITY MANAGER TO ENTER INTO A WRITTEN AGREEMENT
WITH TRAINING INNOVATIONS IN THE AMOUNT OF $25,000 OF COMMUNITY DEVELOPMENT
BLOCK GRANT (CDBG) FUNDS TO ADMINISTER A SECTION 3 EMPLOYMENT TRAINING PROGRAM
TO PROVIDE JOB TRAINING OPPORTUNITIES TO THE LOW-INCOME CITIZENS OF COLUMBUS.
WHEREAS, the Columbus Consolidated Government is a recipient of funding from
the U.S. Department of Housing and Urban Development (HUD); and,
WHEREAS, Section 3 is a mandated program from HUD and requires that recipients
of certain HUD financial assistance, to the greatest extent possible, provide
job training, employment, and contract opportunities for low or very-low income
residents in connection with projects and activities in their neighborhoods;
and,
WHEREAS, the City of Columbus will provide $25,000 to Training Innovations in
Community Development Block Grant (CDBG) funds towards this program;
WHEREAS, Training Innovations has agreed to provide training and employment
opportunities to the low-income citizens of Columbus.
NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY RESOLVES AS FOLLOWS:
That the City Manager is hereby authorized to enter into a written agreement
with Training Innovations to utilize $25,000 in CDBG funds for the
administration of a Section 3 Employment Training Program and to provide job
training and employment opportunities to the low-income residents of Columbus.
