I. 2018 LEGISLATIVE AGENDA - GEORGIA MUSICAL TAX CREDIT - ADD ON:



Approval is requested to introduce and/or support legislation that revisits the

Georgia Musical Tax Credit legislation to adjust the parameters that must be

met to qualify for the state tax credit (to make it more feasible for

production companies to take advantage of the credit allowing for more

production activity in more areas of the state for a broader impact of economic

activity). The current legislation provides for certain state sales tax

credits for production companies producing music or musical theatre productions

in the state of Georgia for the purposes of touring the production. The

current legislation defines parameters to qualify for the tax credit that

define the dollar amount to be spent in the state of Georgia over a certain

period and the length of time that a production must tour in order to be

awarded the state tax credit. In applying for the credit as defined by the

current legislation it was found that the parameters were such that they

excluded most music and music theatre production companies from taking

advantage of the tax credit thereby severely limiting to the point of

disallowing most production activity from occurring in the state of Georgia in

that other states have incentives that can be accessed more easily.





II. GMA RECERTIFICATION CITY OF ETHICS PROGRAM:



Approval is requested to apply for recertification and, if approved, accept

recognition from the Georgia Municipal Association as a "Certified City of

Ethics". The governing subscribes to the following ethics principles and

pledges to conduct its affairs accordingly:

III. FY19 LOCAL GOVERNMENT & IMPROVEMENT GRANT (LMIG):



Approval is requested to submit an application and accept the FY19 Local

Government & Improvement Grant (LMIG) from the Georgia Department of

Transportation (GDOT). LMIG is the GDOT program that is provides funding to

counties for resurfacing and other capital transportation projects. The

proposal is to use FY 19 funds toward the Ft. Benning Road Roundabout and

Street scapes Project. The roundabout project began construction in September

2018 and is expected to be complete in September 2020.

IV. CREEKRISE SUBDIVISION - VARIANCE REQUEST FOR SINGLE ENTRANCE:



Denial is recommended for a variance to Section 7.8.1 (F) and 7.9.3 (A) of the

Unified Development Ordinance (UDO) excusing the requirement for a second

entrance for subdivisions with more than 99 lots as was requested in order to

plat and development future additions to Creekrise Subdivision which would

exceed 99 lots. Section 7.8.1.F of the UDO requires a single entrance to a

subdivision shall serve no more than 99 lots. The code does allow for the

Engineering Director to waive this requirement following sound engineering

practices. The existing subdivision currently contains 58 lots with a request

to add an additional 85 lots totaling to 143 lots.







V. PLANFIRST MEMORANDUM OF AGREEMENT:



Approval is requested to approve the MOA between the Georgia Department of

Community Affairs (DCA) and the Columbus Consolidated Government (CCG).





VI. DONATION FOR RECREATION DIVISION OF PARKS AND RECREATION:



Approval is requested to accept a donation of a pool table, with an approximate

value of $4,000, by an anonymous donor to be used by the Recreation Division of

Parks and Recreation.





VII. MASTER LEASE AGREEMENT FOR COURT MANAGEMENT SYSTEM:



Approval is requested to authorize and direct the execution of certain lease

and/or financing documents pertinent to a lease between BciCapital, Inc.

(?Lessor?) and Columbus, Georgia Consolidated Government (?Lessee?) in relation

to the Court Management System Upgrade. Execution of the master lease

agreements allow the City to finance the cost of the Court Management System

Upgrade over a 5 year period.

Emergency Purchase ? Information Only

HISTORIC LINWOOD GATEHOUSE ROOF REPAIR:



On September 27, 2018, the Public Works Department required approval of an

emergency purchase for the roof repair at the Historic Linwood Gatehouse.



On June 17, 2018, this building was damaged due to a large tree falling onto

the corner of the building during a severe weather event. Engineering,

Facilities Maintenance and private contractors have assessed the damage to this

building and have established an estimated repair cost of $24,000.00. Due to

the building being identified and registered as a historic building, it will

require a specialist to restore the structure back to its original state prior

to this incident.



Graddy Construction contractor was given the opportunity to quote the project

based on their prior work history with the City, as well as, their immediate

availability. Other contractors were contacted and none were able to commit to

having crews ready as soon as authorization was received. Graddy Construction

also has experience managing repairs for historic structures such as this.



The City Manager approved the emergency purchase on September 29, 2018.
