The Uptown Parking Committee has met with Uptown Columbus, Inc. and its
Executive Board to discuss the City's plans to move forward with a
comprehensive parking study. Out of this meeting came a suggestion by Mat
Swift to meet with the consultant that prepared the Uptown Riverfront
preliminary master plan to ensure that what they have shown in this plan does
not conflict with what we are suggesting.
A few weeks ago, the committee met with this consultant and as a result of this
meeting, Mat Swift and W.C. Bradley has offered to assist with funding the
parking study through this organization (Fuss & O'Neill) to provide technical
assistance to the city. Mat has agreed to fund the study and the city's
contribution would be no more than $5,000. Labor for the program development
and implementation phasing assistance tasks will be billed on an hourly basis
with an upset limit of $7,500 with on site meetings and presentations billed at
a daily rate of $1,750 per day. W.C. Bradley would make the contribution to
UpTown Columbus who would actually be the organization to contract with Fuss &
O'Neill.
Andrea McCorvey, Purchasing Manager has indicated that this would work well
since we are not signing the contract, only contributing to UpTown/parking
study. I will coordinate with Richard Bishop so that they can contact Wade
Walker, of Fuss & O'Neill to get things in motion. The City would lead the
parking study effort and the consultants will assist us with the development of
an overall parking strategy, implementation phasing plan and community
education and outreach. They will also review any and all recommendations
that are made before going forward. This should help immensely in the
development and implementation of a comprehensive parking plan for UpTown
Columbus. We will work to keep the cost to a minimum as we are appreciative of
Mat Swift and W.C. Bradley's willingness to assist in this public/private
partnership.
Scope of Services include:
1. Review and comment on parking supply and demand analysis being completed by
the city, providing recommendations for the framework of the overall parking
management strategy;
2. Assist the city in developing an overall parking management strategy,
focusing on management techniques such as time limits and paid parking, as well
as demand management techniques such as tiered pricing for premium, long term
garage parking;
3. Assist the city in developing a phasing plan for implementation of the
overall parking management strategy, including the development of quantifiable
'trigger points' for when aspects of the overall plan should be implemented.
4. Assist in the development of a monitoring methodology and program to track
utilization to measure when and if certain implementation triggers are being
met; and
5. Attend meetings or worksessions on an as requested basis during the
develoment of the analysis and plans, including preparing and giving Powerpoint
presentations to community groups or decision making bodies as requested.
Our next step after coordinating with Fuss & O'Neill is to perform a parking
supply and demand analysis, led by Traffic Engineering and Parking Management.
The committee is scheduled to meet next week to start this process. Will keep
