Meeting
September 6, 2005
Members Present: Mayor Pro Tem John J. Rodgers (arrived 5:20 p.m.) and
Councilors R. Gary Allen, Wayne Anthony, Glenn Davis (arrived 5:01 p.m.), Berry
Henderson, Julius Hunter, Jr., Charles E. McDaniel, Jr., Evelyn Turner Pugh
(arrived 5:10 p.m.) and Nathan Suber. Also present were Mayor Robert S.
Poydasheff, City Manager Isaiah Hugley, City Attorney Clifton Fay, Deputy City
Manager Lisa Goodwin, Finance Director Angela Cole, Engineering Assistant
Director Donna Newman, Clerk of Council Tiny B. Washington and Deputy Clerk of
Council Sandra Davis.
Members Absent: Councilor Evelyn Woodson was absent.
Guest: Police Chief Ricky Boren and Fire Chief Roy Waters.

This meeting was called to order at 4:40 p.m., in the Council Chambers
Conference Room, Plaza Level of the Government Center.

Cherokee Avenue:
Councilor McDaniel advised that we are requesting a delay on the resolution for
Cherokee Avenue

Hurricane Katrina:
City Manager Hugley provided the members of Council with an update on the
evacuees from Louisiana, Mississippi and Alabama. He reported there have been
over 200 evacuees at the Benning Park Shelter. He said that he created a task
force to deal with the evacuees that consist of several non-profit
organizations. He announced a one-stop operation that would be at St. Luke
Methodist to address all of the needs of the evacuees.
Fire Chief Roy Waters and Sheriff Ralph Johnson came forward to provide
additional information on the efforts that are being made from the public
safety standpoint to assist the evacuees. Sheriff Johnson spoke of how they
assist with evacuation of the inmates from Louisiana that were housed in the
jail.

DIESEL AND UNLEADED FUEL:
City Manager Hugley provide updates regarding the fuel issue. He spoke of the
amount of diesel fuel and unleaded fuel that is needed for Metra buses, public
services and city vehicles. He informed that D & W Fuel Company, the company
that provides fuel to the City, has been submitting only a limited supply. He
cautioned that we have not been receiving the amount necessary to operate and
would continue to assess this situation. He explained that if this continues,
we may have to look at reducing the level of city services outside of public
safety services. He pointed out that if we have to do that, we would make the
Council aware.

Council?s Agenda:
City Manager Hugley briefly outlined items that are listed on the Council?s
Agenda and are listed as follows:
Budget Adjustment Ordinance- Departmental budget adjustments health insurance
$15.7, which is $333,000 more than projected; 1993 Sales Tax is being closed
out with $4.5 million left and moved to debt services; 1993B Lease Revenue
Bonds- closing out and $1.5 million goes to debt service; 2000GO sales tax
bond- $974,000 moved to debt service; 2004 Lease Revenue Bonds- $73,000 moved
to debt service; hotel/motel tax increase of $298,000
Purchases ?
Bibb City storm sewer replacement
Ma Rainey House- Request to award contract to Weber Construction, Inc. for
$246,000.
In response to a question of Councilor Suber, City Manager Hugley
expounded on the flooding problem from Weracoba down to the Tenth Street area.
He said that we would provide a report to the Council on what to expect if we
spend $21 million on the storm water problem.
Councilor Allen suggested that it would be less expensive to tear the Ma
Rainey house down and rebuild, at which time, City Manager Hugley advised that
we would have to return the grant money, because that money is to be used to
restore it; since, it is a historical structure.
