MINUTES # 07-06



The Columbus, Georgia, Board of Tax Assessors met Wednesday, February 22,

2006, at 2:00PM with Chairman William Braxton, Assessors Lawton E. Grantham

Jr., Richard Stallings, Ann Grantham, and Pat Hunter present. Also present was

Interim Chief Appraiser Betty J. Middleton.



Assessor Pat Hunter made a motion to approve Minutes # 06-06, Assessor Ann

Grantham seconded the motion, motion carried unanimously



The Board approved assessment corrections for real estate.



The following VA letters of application for VA exemption were reviewed and

approved:



Fontimayor - 092 020 003

Davis - 082 053 041

Wiley - 113 025 012

Baylor - 065 020 002



Interim Chief Appraiser Betty Middleton presented the results of a field review

for parcel Ids 063 003 008, 063 003 009 and 064 032 016 performed by

the Commercial Division. Assessor Lawton Grantham made a motion to grant tax

exempt status for 2006; Assessor Pat Hunter seconded the motion; motion carried.



The Board took no action regarding account 06580691 (Minutes # 04-06) since

taxpayer did not furnish the requested documentation.



Met with Mr. Biegas regarding the valuation of his property located at 4750

Marino Street (Parcel ID 095 005 020) which had a fire in 2004. Mr. Biegas

presented a fire report showing a $15,000 damage to the structure. The permit

issued was for $1,000 for alterations. The Board took no action.



Met with Pastor Cabrera representing Iglesia Assemblea De Dos El Refugio Church

requesting non-taxability for properties located at 921 Benning Dr and 837

Benning Dr (Parcel ID 064 033 054 and 059). Pastor Cabrera said the property

located at 921 Benning Dr is being used for Sunday School Rooms and the

property located at 837 Benning Dr is used for expansion. Assessor Pat Hunter

made a motion to grant non-taxability for 2006; Assessor Lawton Grantham

seconded the motion; motion carried.



Mrs. McCullars representing the Tax Commissioner?s Office appeared before the

Board regarding the denial of homestead exemption for parcel ID 180 009 003A.

Met with Mr. Bedsole regarding denial of homestead exemption for property

located at 413 Crestfield Dr (Parcel ID 180 009 003A). Mr. Bedsole said he had

a problem with the date of filing for homestead exemption, when he asked what

the date for filing homestead exemption is, he was told March lst, but no one

told him that he needed to be living in the house on January 1. He said he

still is not living in the house as of today. The Board asked for further

review of the property.



Met with Residential Division Chief Bob O?Brien, reviewed and approved the

Met with Personal Property Division Chief Oliver Juhan, reviewed and approved

Personal Property Div Chief Oliver Juhan apprised the Board of bankruptcy

proceedings with account # 00302901 & 00736901. The taxpayer?s attorneys are

requesting a 2006 taxable value, but company has not filed a reporting form as

of today; the Board of Tax Assessors recommended waiting until the reporting

forms are received. The Board also discussed account # 05055801 concerning

three items being double assessed. The Board advised to contact City Attorney

Clifton Fay to revise the consent order to settle the disputed value.
