MINUTES # 30-08
The Columbus, Georgia, Board of Tax Assessors met Monday, August 18, 2008 at
9:00AM with Chairman William Braxton, Assessor Lawton Grantham, Assessor
Richard Stallings, Assessor Ann Grantham and Assessor Pat Hunter present. Also
present was Chief Appraiser Betty J. Middleton.
Assessor Pat Hunter made the motion to approve Min#29-08; Assessor Ann Grantham
seconded the motion. Motion carried unanimously.
The Board signed assessment corrections for real estate changes and Board of
Equalization adjustments.
Met with Mr. Catrett concerning his appeal for Parcel ID 089 042 012. Mr.
Catrett stated he purchased the property with intentions of developing, but
with the economy the way it is, he has not been able to do so. The DOT is using
some of the lake bottom to dump rocks etc. to help with filling up the lake.
The Board asked the Residential Division Manager to review the property. The
parcel is under appeal and Mr. Catrett will be notified as the appeal
progresses.
Met with Residential Division Manager Bob O?Brien regarding Board of
Equalization cases Residential Div Mgr Bob O?Brien requested the Board of Tax
Assessors to appeal some of the cases to Superior Court, which have been
reduced by the Board of Equalization by more than 15%. Res Div Mgr O?Brien and
the Board discussed each case and the Board agreed to appeal the following
parcels to Superior Court: 168 004 003; 171 017 004; 171 017 004H; 107 001 036;
107 001 036H; 171 017 005; 035 019 017; 103 001 033 and 173 002 023. Res Div
Mgr O?Brien apprised the Board that he and a staff member had been allowed to
review and measure Parcel ID 185 009 024, which is in litigation and that Mr.
Mark DeGennaro, the attorney representing this office, requested to meet with
the Board on August 25, 2008 to discuss the case.
Met with Commercial Division Manager Linda King, reviewed and approved the
following:

Com Div Mgr King discussed with the Board a tract of land regarding a map split
problem and explained how she could work with it for tax year 2008. The Board
was agreeable. The City Attorney requested Com Div Mgr King to verify with the
Board that Parcel ID 195 001 001X is taxable. The Board stated that it is
taxable and requested Com Div Mgr King to review the lease.
Met with Personal Property Division Manager Oliver Juhan, reviewed and approved
the following:

Pers Prop Div Mgr Juhan discussed with the Board an account that has applied
for Freeport Exemption, however, he thinks they do not qualify. The Board asked
Pers Prop Div Mgr Juhan to check with the State to find out if they know of
any other company doing the same business and are receiving Freeport Exemption.
Pers Prop Div Mgr Juhan apprised the Board of an upcoming meeting with
representatives who purchased Swift Spinning Mills. He also discussed a
proposal received from IBC on a bankruptcy case and our values. Assessor Ann
Grantham made a motion to leave values as they are; Assessor Lawton Grantham
seconded the motion; motion carried. Also discussed a tax return received on
April 3, 2008, where a company has no other taxable assets in the County, so
assessment was removed.
Discussed a letter received from taxpayers requesting the Board to reconsider
the value the Board of Equalization placed on their property. The Board
requested to notify the taxpayers that they cannot overrule the Board of
Equalization?s decision and they can appeal to Superior Court.
