Pre-Council Briefing
Minutes
August 08, 2006
Present: Mayor Bob Poydasheff and Mayor Pro Tem Jack Rodgers. Councilors Wayne
Anthony, Glenn Davis, Julius Hunter, Jr., Evelyn Turner Pugh, Nathan Suber and
Evelyn Woodson were present. Also present were City Manager Isaiah Hugley,
Deputy City Manager Lisa Goodwin, City Attorney Clifton Fay, Chief
Administrator Liz Turner, and Recording Secretary Tameka J. Colbert.
Others Present: Sheriff Ralph Johnston, Director of Human Resources Tom Barron,
Finance Director Angela Cole.
Absent: Councilors Gary Allen, Berry H. Henderson, and Charles E. McDaniel, Jr.
Location: Council Chambers Conference Room, on the Plaza level of the
Government Center.
Meeting began at 8:18 a.m.
Resolution On The Appeals Process:
City Manager Hugley began the meeting advising Council Members that the
resolution on the appeals process could be found on the City Manger?s Agenda or
in their books and for those that do not have books it would also be available
on e-cap. He said the appeals process would not start until 90 days after the
effective date of the new pay plan, which is July 1, 2006. City Manager Hugley
said Dr. Condry will provide us with a form that we will provide to the
departments. He said the form will also be available online and the employees
would be able to submit their form and submit it through their department
director. He explained that once the department head receives it and looks it
over, it will be forwarded to the Human Resources department and then on to Dr.
Condry. He said Dr. Condry will evaluate the appeals, do site visits if
necessary and also do interviews as needed and once he renders a decision
regarding the appeal if the employee is still not satisfied he/she can appeal
to the City Manager. City Manager Hugley said once the appeal has come to him,
he would then make a recommendation to the Mayor and Council. City Manager
Hugley insured the Council that they would receive an agenda report listing all
appeals, approved and unapproved.
Public Safety Advancement & Promotion Procedure:
City Manager Hugley said last week there were some concerns pertaining to
promotional procedures. He said Tom Barron, Director of Human Resources has
created a spreadsheet on promotional procedures for the various Public Safety
agencies. At this time, City Manager Hugley provided all Council Members with
a copy of the spreadsheet. (A copy was filed here in the office and attached
for the records). City Manager Hugley advised that after all Council Members
have reviewed the spreadsheet, Public Safety Directors would come before the
Council and answer any questions that they may have.
Pay Plan Ordinance:
City Manager Hugley said the pay plan ordinance would likely be on first
reading next Tuesday. He said we have discussed the ordinance enough to
understand what it entails and said the only piece that is left up for
discussion is the educational piece. City Manager Hugley said we will not
discuss the educational piece today, but we are changing the longevity date
from December 31, 2005 to June 30, 2006.
City Manager Hugley explained that when Dr. Condry?s report was presented, he
arbitrarily used the date December 31, 2006. He also said a sign on bonus was
defined, as well.
Flood Abatement Process:
Deputy City Manager David Arrington advised the Council that the flood
abatement project had been going on for some time now. He said work has been
done on 10th Avenue and 18th Street having at least one lane of traffic blocked
in that area. He advised the Council that the work is moving from 10th Avenue
in an easterly direction and it will be going through two private medical
buildings. Deputy City Manager Arrington said we have been coordinating with
the medical park owned by Columbus Regional. He said the project would cause
some disruption in that area, taking away a number of parking spaces for about
a three to four week period.
SPLOST:
City Manager Hugley asked Finance Director Angela Cole to come forward and
briefly talk about the SPLOST funding for the library.
Finance Director Angela Cole said according to SPLOST law, any money that is
declared excess from the construction of the library must be used for dept
service. She went on to explain that the use of the money must be directly
related to capital and that capital is the construction of the library. She
also said we have done a reconciliation of what they have and what we have and
we are about twenty thousand dollars off. She assured that every invoice would
be reviewed so there would be no controversy concerning what they have on their
books as opposed to what we have on our books.
