GOVERNOR'S OFFICE FOR CHILDREN AND FAMILIES - EARLY CHILDHOOD SYSTEM CARE &

HOME VISITING PROGRAM:



Authorization is requested to submit an application and if approved accept

$75,000 from the Governor's Office for Children and Families to fund parent

education through evidence based, home visitation models strategy under Early

Childhood System of Care. An agenda report and resolution are attached.







EMERGENCY PURCHASE ? INFORMATION ONLY



WATER DAMAGE AT GALLOPS SENIOR CENTER:



During the New Year's holiday weekend, a water line connected to a dishwasher

burst at the Gallops Senior Center located at 1212 15th Street. The busted

water line continued to flow until turned off by staff on Tuesday morning

(1/3/2012). There was significant water damage to the facility including

floor covering, sheetrock, and cabinets. The damaged areas include the large

assembly room and main entrance. The City?s insurance agent, J. Smith Lanier,

and insurance carrier, Travelers Insurance, were immediately notified of the

damage. In order to expedite drying of the facility, J. Smith Lanier engaged

SERVPRO, a disaster mitigation company, on behalf of the City to begin water

extraction and drying. On Wednesday (1/4/2012) an adjustor from Travelers

Insurance was on site to assess the damage. The estimated cost of repairs to

include flooring tile, carpet, sheetrock replacement, cabinets, water

extraction and drying is approximately $75,000. The City?s deductible for

insurance coverage is $50,000 per occurrence. J. Smith Lanier has offered to

engage a local contractor to immediately begin repairs to the facility as soon

as the drying process is complete. This approach will return the facility to

normal activities in the most timely manner possible. Upon completion of the

work the City will reimburse J. Smith Lanier for the cost of repairs up to the

deductible amount of $50,000. City Manager approved the emergency repairs on

January 4, 2012.

Scope of RFB

Provide one (1) Vermeer Chipper/Brush Bandit, or equivalent, to be used by the

Urban Forestry and Beautification Right-of-Way Division, of the Public Services

Department, to grind up small tree limbs.



2. Sand Spreaders ? RFB No. 12-0026

Scope of Bid

Provide two (2) Hi-Way 10' E2020XT Sand Spreaders, or equivalent, to be used by

the Right of Way Maintenance Division, of the Public Services Department, to

spread sand during inclement weather. Sand Spreaders must work with existing

trucks: 2009 Peterbuilt 14-Yard Dump Truck and 1997 Ford F&B Series 7-Yard Dump

Truck. Installation and/or technical assistance on-site may be required.

1. Asphalt Paver ? RFB No. 12-0027

Scope of RFB

Provide one (1) Leeboy, Model 1000F, Asphalt Paver, or equivalent, to be used

by the Street Division, of the Public Services Department, to do minor repairs

to asphalt along city streets and sidewalks.



2. Small Bucket Truck ? RFB No. 12-0028

Scope of RFB

Provide one (1) High Ranger/Altec Bucket Truck, or equivalent, with forty-five

(45) foot aerial device body, to be used by the Urban Forestry and

Beautification Right-of-Way Maintenance Division, of the Public Services

Department, to cut low lying limbs around the City right-of-ways.

1. Developer/Operator for an RV Park and/or Marina at Oxbow Meadows

Environmental Park ? RFQ No. 12-0002

A Non-Mandatory Pre-Proposal Conference Visit will be held at 11:00 AM on

Wednesday, January 25, 2012 in the Oxbow Meadows Environmental Learning Center,

which is located at 3535 South Lumpkin Road, Columbus, GA. A tour of the site

will follow the meeting.

Scope of RFP

Contract with a clinic provider to establish an on-site or nearby clinic for

employees, retirees and dependants. The contract term shall be for two years,

with the option to renew for three additional twelve-month periods. Contract

renewal will be contingent upon the mutual agreement of the City and the

Contractor.

Scope of Bid

The work includes performing slope stabilization activities inclusive, but not

limited to: utility location; grading; installation of bioengineering (use of

geogrid, soil anchoring, and turf reinforcement matting); erosion and sediment

control; and detailed landscape treatments.



2. Pedestrian Bridge Painting Project ? RFB No. 12-0032

Scope of Bid

This work will consist of sandblasting and recoating each bridge with a high

performance epoxy coating, re-weld connections as required, remove and dispose

of existing fence material, install new vinyl coated chain link fence fabric,

reinforce members as required, and repair additional stem walls to both South

Lumpkin Road and Buena Vista Road sites.

1. Developer/Operator for an RV Park and/or Marina at Oxbow Meadows

Environmental Park ? RFP No. 12-0008

Columbus Consolidated Government is looking for qualified developers/operators

to submit a proposal for the development of certain City-owned property located

in Oxbow Meadows Environmental Park. The success of the City?s 16-mile

Riverwalk project has prompted interest by the City to target portions of

vacant Oxbow Meadows land for additional community improvements.
