SUBJECT: Petco Grant

Recommendation: Approval is requested to submit and accept an animal welfare
grant for $25,000 from Petco Foundation. This grant will pay for the spaying
and neutering of 500 animals to include rabies shots. There is no local match
required for this grant.
Background: This is a Petco Foundation Grant presented to Animal Control
Agencies & Non Profit Organizations responsible for animal control sheltering
per local ordinance. The Petco Foundation seeks to provide funding to support
these agencies and their life saving efforts.
Analysis: The Animal Care and Control Center has diligently implemented the
Save-A-Pet Program and this program includes a TNR Program. Our current Best
Friends Grant, a three-year grant, which was implemented in September of 2014
and will expire in August of 2017, has dramatically affected our euthanasia
rate for the better. Accepting this grant will allow our TNR Program to
continue and will assist in maintaining a consistent reduction of our
euthanasia rate for our facility.
Financial Considerations: The City is not required to provide matching funds to
participate in this grant; however, the shelter staff will be required to
oversee this program.
Legal Considerations: The City Attorney has reviewed this grant request and
approved as to form.

A RESOLUTION AUTHORIZING THE CITY MANAGER OR HIS DESIGNEE TO APPLY FOR AND
ACCEPT AN ANIMAL WELFARE GRANT FOR $25,000. FROM THE PETCO FOUNDATION. THIS
GRANT WILL PAY FOR THE SPAYING AND NEUTERING OF 500 ANIMALS TO INCLUDE RABIES
SHOTS. THIS GRANT IS BEING ADMINISTERED AND PROVIDED WITH NO LOCAL MATCH
REQUIREMENT, BY THE PETCO FOUNDATION.
WHEREAS, the Petco Foundation makes investments in organizations to achieve the
mutual objective of saving lives. Because they support organizations, not
programs, the Foundation seeks to be recognized as an organizational support
rather than the supporter or underwriter of a specific program. The overall
goal is to significantly reduce the shelter?s euthanasia rate; increase the
shelter?s live release rate; and,
WHEREAS, this grant will award a specified amount to Animal Control,
which will assist in their life saving efforts, including: spay/neuter
surgeries and vaccinations; and,
WHEREAS, the anticipated award date is June 2017, the specific amount of
funding to the awarded organization will be determined by a mix of
interventions, number of community cats in the city, ability to decrease
euthanasia rates, and likelihood of success; and,
WHEREAS, a cash match is not required.
NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY RESOLVES AS
FOLLOWS:
1. The City Manager or his designee to apply for and accept, if awarded, a
grant from the Petco Foundation for the Animal Care and Control Center
Save-A-Pet program with no local match requirement.
2. Authorize to amend the Governmental Grant fund by the grant amount.
