SUBJECT: Columbus Airport, Intergovernmental Agreement



INITIATED BY: Engineering







Recommendation: Approve the attached Resolution authorizing the City Manager

to execute an Intergovernmental Agreement with the Columbus Airport for the

purpose making them a partner in the use of the Columbus Regional 800 MHz Radio

System.



Background: The Columbus Airport has operated for years on their own

conventional 800 MHz radio frequency with a Federal Communications Commission

(FCC) license . Their Police and Fire Department had several radios that were

capable of using the City's 800 MHz Radio System for the ability to respond to

emergency events for Mutual Aid. Due to the age of their radios and changes in

FCC requirements, they were able to purchase new radios that are capable of

operating on our Radio System.



Analysis: As the Radio System Manager and with the consent of the Public

Safety departments, I recommend that they consider becoming a partner with the

800 MHz Radio System. The Columbus Airport Public Safety personnel work with

the City's Public Safety departments on a weekly basis. Having them on the

same Radio System eliminates any radio interoperability issues with the City's

Public Safety departments. An example of this need is the Thunder in the

Valley Airshow that occurs each March. We have already coordinated with all

City Public Safety departments for permission to access City talkgroups on the

Radio System.



Financial Considerations: There are not any financial impacts to the City in

that the Columbus Airport is responsible for the operation, maintenance and

repair of their own radios.



Projected Annual Fiscal Impact Statement: There are not any projected annual

impacts. The Intergovernmental Agreement has provisions that should the

Columbus Airport add enough radios to impact the Radio System, they will be

financially responsible for adding capacity to the Radio System.



Legal Considerations: All agreements require Council approval.



Recommendations/ Actions: You are respectfully requested to approve the

execution of an Intergovernmental Agreement between the City and the Columbus

Airport.

A RESOLUTION AUTHORIZING THE CITY MANAGER TO EXECUTE AN INTERGOVERNMENTAL

AGREEMENT BETWEEN THE COLUMBUS CONSOLIDATED GOVERNMENT OF COLUMBUS, GEORGIA AND

THE COLUMBUS AIRPORT FOR THE PURPOSE OF MAKING THE COLUMBUS REGIONAL 800

MEGAHERTZ RADIO SYSTEM AVAILABLE FOR USE BY THE COLUMBUS AIRPORT AND TO INSURE

RADIO INTEROPERABILITY BETWEEN AGENCIES.

WHEREAS, the Columbus Airport is an authority of the Columbus Consolidated

Government; and,

WHEREAS, the agencies within the Columbus Consolidated Government and the

Columbus Airport work together routinely to benefit the citizens of Columbus;

and,

WHEREAS, the public safety departments of both agencies support each other thru

mutual aid events; and,



WHEREAS, the Columbus Airport has upgraded their radios to be compatible with

the Columbus Regional 800 Megahertz Radio System; and,



WHEREAS, allowing the Columbus Airport to become a member of the Columbus

Regional 800 Megahertz Radio System is mutually beneficial to both agencies

insuring radio interoperability for both daily use and during emergency events;

and,



WHEREAS, an Intergovernmental Agreement like those previously approved by

Council was prepared and ready for execution with a recommendation for approval.

NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY RESOLVES AS FOLLOWS:

That the City Manager is hereby authorized to execute an

Intergovernmental Agreement between the Columbus Consolidated Government of

Columbus, Georgia and the Columbus Airport for the purpose of making the

Columbus Regional 800 Megahertz Radio System available for use by the Columbus

Airport and to insure radio interoperability between agencies.
